citizens just because they are senior citizens; however, a discount <br />can be approved for senior citizens on fixed income with very low <br />income. Discussion followed on addressing the needs of the very <br />low fixed income seniors. Councilmember Sandoval suggested that <br />staff draft a document that addresses the low income seniors. Mr. <br />Jackson suggested looking at Colton in total and addressing the low <br />income families. <br />Mr. Rocky Fredrickson, 2867 So. La Cadena Drive, said as he has <br />traveled in his motor home across the United States, he has taken <br />advantage of the senior citizen status discounts and that he has <br />yet to have anyone asked him how much he made. Mr. Fredrickson was <br />of the opinion that senior citizen discounts have little if <br />anything to do with income, but come as a result of age. <br />Mr. Fredrickson said he heard the objection to the MOU with the <br />hospital and as he understands, funds were appropriated and set <br />aside for the hospital during the budget process. Mr. Fredrickson <br />said whatever the City contributes will be repaid as the area <br />develops. <br />Mr. David Holmgren, SBPEA, stated Councilmember Hutton made a <br />statement that there be no more cuts until he received and the <br />Council received certain bank account information. Mr. Holmgren <br />said this was agreed with by Councilmember Sandoval. Mr. Holmgren <br />said this information was promised by City Manager Martinez, Mayor <br />Fulp and an employee seated at the front table. He asked if the <br />information had been furnished as requested. <br />City Manager Martinez responded saying, the promise is still in <br />effect. The material have not been provided yet. <br />Mr. Holmgren said the bank information has not been provided as <br />requested by Councilmember Hutton and promised by the Council and <br />City Manager and yet, the Council going to take action on the cuts. <br />Mr. Holmgren objected to any action being taken until the financial <br />information was provided. City Manager Martinez stated the City <br />Manager works for the majority of the Council, the majority of the <br />Council directed the City Manager to come back with the plan being <br />presented tonight. <br />Mayor Fulp stated the statements for the bank accounts referred to <br />by Councilmember Hutton, will be provided as promised; however, it <br />doesn't matter what those statements say. Mayor Fulp said the five <br />accounts referred to by Mr. Hutton, are banks that are holding <br />funds in Trust Accounts which are not now and never will be <br />available for General Fund expenditures. Mayor Fulp said the <br />accounts contain bond proceed revenues derived from bond sales for <br />five CFDs. Mr. Holmgren said there is interest in those funds that <br />are available. Councilmember Beltran said the funds are <br />restricted. <br />5 <br />
