CITY COUNCIL <br />AND <br />UTILITIES COMMISSION <br />JOINT - ADJOURNED REGULAR MEETING <br />MAY 16, 1995 <br />In accordance with notice duly and legally given, a Joint Adjourned <br />Regular Meeting of the City Council and the Colton Utilities <br />Commission was held on the above given date at 4:00 P. M., in the <br />Council Chambers of City Hall, Mayor Fulp and Vice -Chairperson <br />Jackson presiding. <br />CITY COUNCIL ROLL CALL: <br />Councilmembers present were Hutton, Sandoval, Cook, Beltran and <br />Mayor Fulp. Absent were Councilmembers Bennett and Sanders. Also <br />present were City Manager Martinez, City Attorney Biggs and City <br />Clerk Ramos. <br />COLTON UTILITIES COMMISSION: <br />Present were Vice -Chairperson Jackson and Commissioner Cordova. <br />Absent with excuse were Commissioners Butler, Warsh, Kalogonis and <br />Hines. Commissioner Martinez was also absent. <br />JOINT SESSION <br />1. RECOMMENDATION TO COUNCIL REGARDING SUBJECT OF ALTERNATIVES <br />AND IMPLEMENTATION PLANS FOR CITY'S WASTEWATER PLANT EXPANSION <br />(CEASE AND DESIST ORDER) <br />Mayor Fulp noted there was a lack of quorum for the Utilities <br />Commission; however, he stated the joint meeting could proceed as <br />Vice -Chairperson Jackson had been authorized to present the <br />Utilities Commission's recommendation. City Attorney Biggs agreed <br />that even though there is no quorum, the representatives can <br />participate. <br />Vice -Chairperson Jackson informed the Utilities Commission had held <br />three meetings, the last of which was held on May 15, 1995, where <br />with a quorum present, they approved a resolution, which was fully <br />discussed. <br />Commissioner Cordova said there were no alternatives to present in <br />this short period of time; however, he presented Resolution No. R- <br />01-95 which included the Utilities Commission's recommendations: <br />(1) That the proposed rate increase be heard and approved to cover <br />current deferred maintenance needs and to pay for the Engineering <br />Report required by Cease and Desist Order No. 36-95; (2) to <br />immediately retain an independent engineer from those three <br />engineering firms currently under contract to the City of Colton <br />
