Motion by Mayor Fulp, seconded by Council Member Sandoval and carried by <br />unanimous vote to fill, on an interim basis, pending final outcome of the sanitation <br />issue, the three vacant truck driver operator positions currently existing in <br />sanitation. <br />Disclosure <br />Mr. Floyd Hansen said there was a need for disclosure regarding water and sewer <br />rates increases, "lost" funds, and street lights installed outside Colton city limits <br />and funded by Colton tax dollars. Utilities Plans Examiner Rex Myers and Utilities <br />Director Tom Clarke responded. <br />ITEM 1 Board and Commission Appointments <br />Item No. 16 <br />enda of Januar <br />16, 1996 <br />Mayor Fulp announced the resignation of Jesse Valdivia from the Parks & <br />Recreation Commission effective January 16, 1996. <br />ITEM 2 Consider DisbandinglRestructuring the Finance Committee <br />Item No. 18 Agenda of January 16, 1996 <br />Council Member Sanders listed fiscal information provided to City Council. He said <br />the Finance Committee's work was redundant because it considered items <br />previously reviewed at City Council meetings. <br />Council Member Hutton asked City Treasurer Mike Williams if the City's audit firms <br />or the State recommended that the City have a finance committee and who should <br />be on this committee. City Treasurer Williams said he had recommended an audit <br />committee and provided background information. <br />Identifying the need for clarification, Councilmember Cook, seconded by <br />Councilmember Sanders, moved to dissolve the existing Finance Committee and <br />not form it again until City Council determines what it expects from this <br />committee. <br />Mayor Fulp stated that lack of disclosure to the City Council and the community <br />led to the creation of the ad hoc committee. He agreed with Council Member <br />Cook's motion to dissolve the existing committee. Mayor Fulp suggested that a <br />new committee immediately be formed to review finances and make <br />recommendations. <br />City Attorney Biggs advised that if the City Council established a standing finance <br />committee, however composed, it would be subject to the Brown Act. <br />OTY CouNcm MEETiNG - JANuARY 24,1996 PAGE 2 <br />
