Following discussion, Councilmember Sanders nominated Mr. Malik Freeman and <br />Council Member Cook seconded the nomination. Upon inquiry, Mr. Freeman <br />provided information regarding his qualifications, experience and expectations. <br />Council Member Hutton nominated Diane Akuszewski, who provided her <br />qualifications, experience and expectations. <br />Council Member Sandoval reminded the City Council this was only a temporary <br />appointment and with the election process five to six months away. <br />With two nominees, Mayor Fulp declared nominations closed. Mayor Fulp called <br />for the vote: Council Member Beltran, Council Member Sandoval, Council Member <br />Cook and Council Member Sanders voted for Mr. Freeman. Mayor Fulp, Council <br />Member Bennett and Council Member Hutton voted for Ms. Akuszewski. Mayor <br />Fulp announced that Mr. Freeman was the newly -appointed City Clerk <br />City Attorney Biggs confirmed that the salary for the City Clerk was $370 a month <br />and that any increases could be deferred to the Personnel Director and scheduled <br />for the next meeting. She stated that Mr. Freeman needed to be sworn in and <br />suggested a five-minute break in preparation therefor. <br />Mayor Fulp declared a recess at 8:30 p.m. The City Council reconvened at 8:40 <br />p.m. with all members present. <br />CLOSED SESSION: <br />After the swearing-in, Mayor Fulp, without objection, declared the Closed Session <br />deferred until the next City Council meeting. <br />JOINT STUDY SESSION WITH UTILITIES COMMISSION <br />ITEM 7 Response to City Councit's request on electric rate information. <br />Item No. 23, Agenda of January 16, 1996 <br />Utilities Director Tom Clarke provided comparative information to City Council <br />concerning seasonal utilities usage and he reviewed a typical billing. <br />Council Member Sanders suggested level -pay billing. Utilities Director Clarke <br />replied that there are utilities programs which offer level -pay and he explained why <br />level -pay was not considered favorable. <br />Mayor Fulp suggested the Utilities Commission reduce the utilities, making the <br />utility rates applicable to the socio-economic environment of the City of Colton. <br />Mayor Fulp suggested dropping the first commercial rate, raise it 5% and return <br />that amount to the residential users.
