Commissioner Ott indicated there was a need to address parking <br />concerns and said there was a need for continuity and support for <br />Planning Commission decisions. <br />Commissioner Oliva agreed on the need for regular -size lots as <br />people needed privacy and children needed space. She believed the <br />cottages developer had good ideas but she said there was a problem <br />with side yard and set -backs. <br />Commissioner Archuleta referred to Club 215 and the parking area <br />where big rig trailers lined up. <br />Chairman Hernandez stressed the need to create ad hoc committee to <br />reevaluate the (zoning) ordinance to help the process move <br />smoothly. <br />Councilmember Sanders shared frustration on the parking ordinance <br />which, he believed, was circumvented when vehicles were moved just <br />a few feet to avoid citation. He commented on cars that were not <br />licensed properly; the recreation vehicle ordinance, in abeyance at <br />this time; Centex development and amendments and the updating of <br />the General Plan regarding Agua Mansa realignment. <br />Councilmember Hutton asked that redevelopment projects be processed <br />through the planning and development department, for its <br />recommendation, and before the Planning Commission, for its concern <br />and determination. He believed this would cut hours on some <br />projects. He spoke about density transfer, where all units in a <br />major development are condensed to one location. He identified the <br />need for business growth, primarily, to keep businesses in the area <br />to generate revenue and jobs. <br />Alluding to his past service on the Planning Commission, <br />Councilmember Beltran volunteered to serve on the ad hoc committee. <br />As chairman of the Redevelopment Agency, he informed that the <br />Redevelopment Agency's goal was to stimulate economic growth and <br />that it was working hard on economic development. He encouraged <br />communication. <br />Councilmember Bennett found the "cottage" display model attractive; <br />however, she identified the need for standard -lot sizes. She <br />declared there was a need for the City to be business friendly. <br />She agreed there was a need for growth without sacrificing the <br />quality of life. She submitted there was a need to re-examine <br />pertinent ordinances. Highlighting information from the Oregon <br />Benchwork, she spoke about values: Family, teamwork, Recognition, <br />Partnership, Integrity and quality. She urged everyone to look for <br />solutions to challenges and to respect each other. She stated that <br />diverse ideas brought positive growth. <br />Councilmember Cook said that good planning was using the present to <br />build the future.
