R-42-96 - RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON AMENDING THE FY 1995-96 BUDGET TO <br />ALLOCATE FUNDING FOR THE EXTENSION OF THE <br />CONTRACT FOR THE INTERIM DIRECTOR OF <br />WATER AND WASTEWATER DEPARTMENT. <br />Appropriation of $400.000 <br />Discussion had regarding the bond issued, secured revenue and debt test as impacted by the <br />proposed motion to approve the allocation of $400,000 to the Police Department. CM Sanders <br />voiced concern on making a total allocation without seeing a strategic plan - on a long-term basis <br />not a short-term solution. CM Beltran referred to the Detroit plan which involved reorganization <br />of the Police Department and new programs. He asked that Chief Lunsford be allowed time to work <br />on a plan and then Council could work on a plan to hire new police officers. <br />CM Bennett expressed concern about the growing crime in the entire area. She suggested that <br />residents need to be more pro -active through City-wide neighborhood watch. She suggested that the <br />telephone system be placed on hold and the funds be used for this cause. CM Cook agreed with <br />the foregoing and emphasized that Council should not forget the area of recreation and keeping the <br />teenagers involved. <br />The following citizens spoke on the subject: Jean Hart, Shirley Miller and Charles Jackson. <br />As an alternative to the proposed action, City Manager Martinez urged that staff be directed to find <br />$80,000 or $90,000 in other budgets to help this department, between now and June 30, to help <br />address these concerns. <br />Previous motion to allocate $400,000 to the Police Department carried with CM Beltran and CM <br />Hutton voting "No." <br />Recess: <br />At 7:59 P.M., Mayor Fulp directed a brief recess and at 8:05 P. M., meeting reconvened with all <br />Members present as heretofore. <br />CITY TREASURER'S ITEMS: <br />Investment Policy <br />City Treasurer Williams explained changes in the law regarding investment policy criteria. He <br />provided an overview of the investment standards currently in practice.
