TO THE CITY CLERK. <br />INTERIM WATERIWASTEWATER DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Sewer <br />Director Evans submitted cost data for preparing plans and specifications in managing the construction for <br />the upgrade and expansion of the treatment plant --the project which was approved by the City Council on <br />January 16. Mayor Fulp said his question was to determine the engineer's cost to validate NATS cost for <br />Option B an alternate bid to be proposed by North American Treatment Systems, a design construct boat <br />clarifier option for oxidation ditches. Mayor Fulp recalled that at a prior presentation on Option B, NATS <br />estimated the cost at $47,000 on their part and if they got the contract, it would be added on to the cost of <br />the project. Mayor Fulp said information he had obtained suggested the engineer's cost at $65,000- <br />$75,000; thus, the City would face a total cost of $117,000. <br />With possibility of additional cost and the fact that the Florida company has gone beyond the 90 -day period, <br />Mayor Fulp moved to rescind Council's action regarding Option B an <br />d approve and adopt the <br />recommendation by the Utilities Commission to go forward with the conventional technology by Krieger <br />and Stewart. Second to the motion was made by Councilmember Cook. <br />Councilmember Sanders said he recalled a possible savings of $70,000 and a more competitive field. He <br />requested more information on the three companies. <br />Motion to rescind Option B carried upon unanimous vote. <br />Motion by Mayor Fulp, seconded by Councilmember Hutton, to alert NATS that Option B is no longer <br />available and to direct staff to go forward with the conventional external clarifier plant carried upon <br />unanimous vote. <br />Water Main - Cindee. Tnne. <br />Mayor Fulp pulled this item based on information he received and possible litigation. If the matter <br />returned, Councilmember Sanders said he wanted Discussion/Analvais expounded. upon as most of the low <br />pressure areas are located in the western zone, which is located North of Valley, South of Rialto Avenue, <br />West of Southern Pacific Railroad Tracks and East of Pepper. He wanted more quantitative information: <br />What kind of pressure, how many homes are involved and so on. Why not an interconnect between the <br />high pressure and low pressure. If the City is going to comply with the City's Master Plan, <br />Councilmember Sanders suggested that it be done as a whole. <br />CITY MANAGER'S REPORTS A RECOMMFNDAT TfN-NTC1. <br />Assistant to the City Manager Daryl Parrish presented a recommendation to set the City's annual franchise <br />fee for cable television at 5 %, by ordinance, in accord with the agreement to be presented on March 5th. <br />J <br />4 <br />FEB 2 1, 1996 <br />
