Mayor Fulp said the matter had been continued to March 5, 1996. <br />Motion by Councilmember Sanders, seconded by Councilmember Beltran, to reconsider Item 31 regarding <br />additional compensation for the City Clerk. After brief discussion, motion carried with Councilmembers <br />Hansen and Bennett and Mayor Fulp voting "No." <br />As requested by Councilmember Sanders, City Attorney Biggs provided chronology of legislation regarding <br />Municipal Code Section 2.48.030 and Section 2.48.040. In 1993, the City Council adopted a <br />comprehensive ordinance, identified as Chapter 2.30 of the Colton Municipal Code, made uniform all terms <br />and conditions of board/commission appointments. The two sections cited regarding the prohibition against <br />members of the Civil Service Commission taking paid employment within the city for a year after the term <br />of office expired was eliminated. City Attorney Biggs declared there was no eligibility problem. She said <br />that Mr. Freeman had re 'signed from the commission and was properly in office and not subject to <br />challenge. <br />after discussion, motion by Councilmember Sanders, seconded by Councilmember Beltran, to approve and <br />adopt Resolution No. R-08-96. <br />Councilmember Bennett said her comments were not directed to the person occupying the position but to <br />economics. She said that upon his appointment, Mr. Freeman expressed willingness to serve the position <br />until the election and that money was not the issue. With reassignment of the former City Clerk's duties, <br />she supported the lesser amount. <br />City Clerk Freeman agreed that he was willing to work for the benefit of the City and that money was not <br />his primary interest; however, he . believed the compensation of $1,200 per month is not that much for the <br />time that he had spent in reorganizing the office. He stated that functions alluded to by Councilmember <br />Bennett were not city Clerk functions. He mentioned that the office was moving in the direction of <br />digitizing the office and cutting the overhead. He offered to work less if Council desired to maintain the <br />initial salary. He said he would abide by Council's decision and would continue to serve. He said he <br />would not resign. In response to Mayor Fulp's question as to what benefits the City Clerk was entitled to <br />Personnel Director Harmon said that according to ordinance, the City Clerk was entitled to receive $370 <br />a month and no benefits. Councilmember Hutton asked how much the City Treasurer received for his one - <br />duty office. Director Harmon said that the City Treasurer received the compensation set by ordinance and <br />the addition $1,200 plus benefits. Councilmember Hutton proposed there be equal compensation for the <br />City Clerk. City Attorney Biggs pointed out that the proposed resolution does list the supplemental <br />compensation and included a benefit package. <br />J!, <br />After lengthy debate, motion by Councilmember Sanders, seconded by Councilmember to call for the <br />question.
