Mayor Fulp inquired of the Consultants from Moreland & Associates, if during the course of the <br />year, a monthly cash analysis report was received, showing ending cash balances by fund, along <br />with other internal budget and cash transfer controls, would the City of Colton have a good <br />command of the budget? Ms. Reese agreed it would. Mayor Fulp requested affirmation from <br />Finance Director Vega, City Manager Martinez and City Treasurer Williams. Mayor Fulp <br />reported that from now on, the City of Colton will have an ongoing monthly cash flow analysis <br />with ending balance by fund. <br />Discussion continued with clarification and input provided by staff. <br />RECESS <br />Mayor Fulp declared the City Council will take a break. The City Council recessed at 7:09 p.m. <br />and reconvened at 7:43 p.m. with CM Hutton absent. <br />CITY MANAGER'S REPORTS AND RECOMMENDATION <br />City Manager Martinez provided an overview of the 1996-97 Proposed Budget highlighting <br />paying back loan, building reserves, program budgeting, compensation study, and reinstating <br />furloughs to improve staff morale. <br />Request by City Manager Martinez to have City Attorney Biggs document her time and identify <br />allocations. City Attorney Biggs responded that she would provide this information. <br />Mayor Fulp suggested putting her under City Council, making her Counsel Attorney, then <br />allocate her time to each department. CM Sanders felt that the City Attorney is not a Council <br />Attorney and should remain independent and provide a breakdown of her charges by department. <br />City Attorney Biggs responded that she would provide this information. <br />Without objection Mayor Fulp declared the City Council to tentatively approve the City <br />Attorney's budget and to include the addition of the new legal assistant. <br />CM Bennett had questions on dues and publications and on retiree health insurance. Finance <br />Director Vega responded. <br />CM Hansen and CM Cook had questions on travel expenses. City Manager Martinez provided <br />information. <br />3 <br />
