ADJOURNED CITY COUNCIL MEETING <br />MAY 31, 1996 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council <br />of the City of Colton was held on the above given date at 10:18 a.m., in the Council Chambers of <br />City Hall, Mayor Fulp presiding. <br />FLAG SALUTE: <br />Mayor Fulp led the assembly in the Pledge of Allegiance. <br />ROLL CALL: <br />Councilmembers present were Hansen, Bennett, <br />present were City Manager Freeman, City <br />Councilmember Hutton was absent. <br />Cook, Sanders, Beltran, and Mayor Fulp. Also <br />Attorney Biggs and Deputy Clerk Barrera. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Community Development Budget <br />David Zamora, Community Development Director, reported that staff has worked with the City <br />Manager and the Finance Department in developing the Review of 1996-97 Proposed Budget for the <br />Community Development Department and informed Council that they are satisfied with the budget. <br />He requested the Community Development Block Grant (CDBG) Budget be discussed at this time as <br />well. <br />Discussion followed with City Manager Martinez, Finance Director Vega, Director Zamora, and City <br />Attorney Biggs providing clarification. <br />Motion/second, by Mayor Fulp/CM Hansen, requesting additional funds for an additional Code <br />Enforcement Officer. Tie vote: CM Beltran/Sanders/Cook voting "NO" and Mayor Fulp/CM <br />Hansen/Bennett voting "YES" and CM Hutton absent. No action on the motion. After further <br />deliberation Councilmember Hansen changed his vote to "NO." Motion failed. <br />Motion/second, by CM Beltran/Hansen, to accept the tentative Community Development Budget for <br />1996-97. Motion carried with Mayor Fulp and CM Bennett voting "NO" and CM Hutton absent. <br />Director Zamora presented for review the Budget for the Community Development Block Grant <br />Funds. Discussion followed with Director Zamora and Principal Planner Soto providing <br />clarification. <br />Motion/second, by CM Cook/Bennett to accept the tentative Budget for CDBG Funds for 1996-97. <br />Motion carried with CM Hutton absent. <br />
