Discussion followed with Director Evans providing clarification. <br />Motion/second, by Mayor Fulp/CM Sanders, to accept the tentative Water Department Budget for <br />1996-97. Motion carried with CM Hutton/Hansen absent. <br />Councilmember Hansen returned to the dais at 2:07 p.m.. <br />Les Evans, Interim Director, presented to Council the Wastewater Budget. He reported that budget is <br />not in balance with the rates that are in place at the present time and explained the causes and the <br />changes made thus far. <br />Director Evans informed Council the budget for the RIX facility is $1.4 million - Colton's share is <br />20%, which is $284,898. He explained that no monies were spent in this area last year since RIX <br />facility was not in operation; however, the first payment on the RIX facility is due June 30, 1997. He <br />believed that if rates are not increased, the City will experience a significant deficit. <br />Discussion followed with City Manager Martinez, Finance Director Vega, Administrative Analyst <br />Lorraine June, Superintendent Randy Rivera, and Director Evans providing clarification. <br />Mayor Fulp moved that the street sweepers salaries be returned to the Streets Department Budget. <br />Motion died for lack of a second. <br />Mayor Fulp moved to accept the tentative Wastewater Budget and to include additional funds for the <br />RIX facility payment due June 30, 1997. Motion died for lack of a second. <br />Motion/second, by CM Beltran/Cook, to accept the tentative Wastewater Enterprise Budget for 1996- <br />97. Tied vote: Mayor Fulp/CM Hansen/Bennett voting "NO" and CM Cook/Sanders/Beltran voting <br />"YES" with CM Hutton absent. No action on the motion. <br />Discussion continued with Director Evans providing clarification. <br />Motion/second, CM Hansen/Bennett, to reconsider approving the Wastewater Budget as presented by <br />staff. Motion carried with CM Beltran/Cook voting "NO" and CM Hutton absent. <br />Motion/second, CM Bennett/Hansen to accept the tentative budget for the Wastewater Enterprise <br />Fund for 1996-97 with the condition to include $305,000 to cover the RIX payment. Motion carried <br />with CM Beltran voting "NO" and CM Hutton absent. <br />Sanitation Budget <br />Mayor Fulp asked City Manager Martinez if monies required are zero. City Manager Martinez <br />responded yes. <br />
