(18) Personnel/Electric - Approved employee appointment to the full-time positions (4) of <br />Powerline Technician in the Electric Department. <br />(19) Personnel/Police Department - Approved employee appointment to the full-time position <br />of Police Officer Trainee in the Police Department. <br />(20) Personnel/Police Department - Approved employee appointment to the part-time position <br />of Police Cadet in the Police Department. <br />(21) Personnel/Insurance Contracts - Approved authorization to terminate contracts with <br />Standard Insurance Company for Group Life, Dependent Life, AD&D and LTD and <br />authorization to enter into contracts with Canada Life for Group Life and Dependent Life <br />Insurance, Transamerica for AD&D and CIGNA/INA for LTD. <br />Moved by Councilmember Cook, seconded by Councilmember Beltran, to approve and adopt <br />the Consent Calendar except for Item 2. Unanimous vote. <br />MAYOR AND COUNCIL ITEMS: <br />There were no appointments. <br />Fiber Q12tic Network <br />In answer to Councilmember Hansen's request, Electric Utility Director Clarke provided an <br />update on the Fiber Optics Program. He reported they are in the process of evaluating several <br />optics and putting our fiber into a neighborhood and test marketing services that can be provided <br />by the City including automatic meter reading and other services that could be used on the fiber <br />network. They have access data that identifies how many Internet users we have in the City and <br />they are evaluating where the best location for test marketing would be. He concluded his <br />presentation by stating that the backbone fiber system is in, the fiber telephone system is in <br />linking all the city facilities and they are in a holding pattern evaluating all of the various options <br />including working with other vendors and agencies so that we don't duplicate our efforts. <br />Presentations. Proclamations <br />* Councilmember Hansen read the Proclamation declaring November 24 - December 1, <br />1996 as "National Bible Week." <br />* Mayor Fulp presented Certificates of Commendation to the Cemetery Division of the <br />City Clerk's Office for their professionalism, dedication and outstanding service have <br />proven them to be a vital asset to the City of Colton and the Colton City Council <br />recognizes and appreciates their effectiveness and the quality of service they provided this <br />past weekend. The following employees were present and accepted the Certificates of <br />Commendation: Peter Reyes, Cemetery Services Assistant; Ray M. Rodriguez, MW III; <br />3 <br />unU 5 19� <br />
