Mayor Fulp acknowledge the Citizen Volunteers who <br />assisted the Police Department and donated 78 hours. <br />3 -Way Ston <br />Councilmember Hansen requested this item be pulled and discussed in conjunction with Item #26 <br />of the Agenda. <br />Realignment of Barton Road and Palm Ave <br />Councilmember Hansen presented to Council the Traffic Study completed by Mr. Miller and San <br />Bernardino County in regards to Barton Road and La Cadena and requested a consensus from <br />Council to direct the Traffic Committee to work on this project and be allowed to present this <br />study to the City of Grand Terrace. <br />Discussion followed and with a consensus by Council, Mayor Fulp directed the City Manager <br />to refer this study to the Traffic Committee and present this study to the City of Grand Terrace. <br />MOU between the U.S. Fish & Wildfire Service and AMIGA <br />Councilmember Sanders, Member of the AMIGA Board, presented this item for discussion and <br />made a motion to have a 160 acres set-aside for economic development and offer other acreage <br />as land subject to mitigation and present our concerns at the next AMIGA Executive Committee <br />on November 7, 1996, authorize the Mayor and Councilmember Sanders as the City's <br />representatives, and to send a letter to AMIGA expressing the position of the City of Colton <br />regarding providing habitat to the Delhi sands flower -loving fly ("DSF") in the City of Colton <br />city limits stating the following points: 1) The City of Colton will not accept or abide by the <br />proposed agreement with the United States Department of Fish and Wildlife to set aside 250 <br />areas within the City of Colton as Delhi sands flower -loving fly habitat; 2) The City of Colton <br />will actively, aggressively, and vigorously contest legally and politically to the fullest extent <br />possible any agreement that sets aside the land for habitat for the Delhi sands flower -loving fly <br />whether proposed or approved by AMIGA or any agency that disproportionately burdens the <br />City of Colton with regard to development in the Agua Mansa Corridor; 3) The City will <br />participate in new discussions with AMIGA and other appropriate agencies with regard to the <br />habitat for the Delhi sands flower -loving fly so long as such discussions are undertaken with a <br />view toward reaching a balance and equitable result that protects the economic and social <br />interests of the City of Colton. <br />Councilmember Hansen seconded the motion.
