Re -Alignment of Aqua Mansa Road/Pegger Avenue Project <br />Closed Session Item. <br />City Water Master Plan <br />Interim Water/Wastewater Director Clarke reported consultants are in the process of revising <br />the Water and Wastewater Master Plans and that a draft report should be available for <br />presentation to staff for comments and changes in December. Once the final draft is <br />available it will be distributed to the Utilities Commission and the City Council for preliminary <br />consideration. Motion/second, by CM Hutton/Mayor Fulp, to accept staff's report. Motion <br />carried with Councilmember Hansen absent. <br />Membership in Regional Organizations <br />Item pulled during Agenda Review. <br />Electric Rates and the Annual Electric Department Re ort <br />Item pulled by Councilmember Bennett for discussion at the October 15, 1996 Council <br />Meeting. <br />Power Cost Adjustment <br />Item pulled by Councilmember Bennett for discussion at the October 15, 1996 Council <br />Meeting. <br />San Timoteo Assessments <br />Councilmember Bennett presented this item for discussion and requested a consensus from <br />Council to approve the recommendation to find an alternative source of funding for the San <br />Timoteo Assessment Project and to have the NPDES Storm Water Assessments pay for the <br />San Timoteo Assessments which have been imposed upon the residents. <br />Following discussion, City Attorney Biggs advised that City Council could not rescind their <br />initial action as there was reliance by the County on that action. She suggested that the <br />body could petition the County, through resolution, for reconsideration. <br />Motion/second, by CM Sanders/Bennett, to direct the City Attorney Biggs to prepare the <br />following: Letter to the Water Regional Board to see if NPDES funds can be used; Prepare <br />a resolution requesting that San Bernardino County relieve the City of Colton of the <br />assessments; and request an explanation from San Bernardino County as to how Federal <br />Funds and the Matching Funds were used in determining the assessments.
