Councilmember Beltran presented this item for discussion as expenses pertaining to District <br />mailers and refreshments provided for District meetings have been erroneously charged to <br />the City Council budget. <br />Discussion followed and with a consensus of Council, that a budget item will be created for <br />expenses relating to District Meetings. This will item will be discussed and added at mid- <br />year budget review. Mayor Fulp directed staff to develop specific guidelines. <br />CITY TREASURER'S ITEMS <br />Treasurer's Report for August 31, 1996 <br />City Treasurer Michael Williams reported that investments, in the Treasurer's Report for <br />August 31, 1996 reflect all funds held by the City and the Redevelopment Agency, are in <br />compliance with the City's investment policy adopted in April 1996 and the investment <br />portfolio as well as the budgeted income is expected to meet projected cash flow <br />requirements for the next six months. Motion/second, by CM Hutton/Mayor Pulp, to accept <br />the Treasurer's Report as presented. Motion carried with Councilmember Hansen absent. <br />STAFF REPORTS <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Code Enforcement Program <br />Community Development Director Zamora read his report and requested that Council <br />approve and add one Code Enforcement Officer to the existing Code Enforcement Program, <br />to direct the Personnel Department to begin the recruitment process as soon as possible, to <br />fill the additional position, and approve the budget adjustment by resolution amending the <br />Budget for the Fiscal Year of 1996-97. <br />Director Zamora stated there are sufficient CDBG funds in the Program account to add an <br />additional officer and the County Department of Economic and Community Development had <br />verbally indicated that the funds can be used for this purpose, and is prepared to approve <br />this request upon the Council's approval. <br />Isaac Suchil, Colton resident, spoke in support of the resolution and for approval of staff's <br />recommendation. <br />Fred Cordova, Colton resident, spoke in support of the recommendation by staff. <br />After discussion by Council, motion/second, by CM Beltran/Bennett, to accept staff's <br />recommendation and to approve and adopt Resolution No. R-1 15-96.
