I MAYOR AND COUNCIL ITEMS <br />PUBLIC COMMENT (CONTINUED) <br />With no objection from Council, Mayor Gaytan re -opened the Public Comment section <br />of this agenda to afford a Planning Commissioner the opportunity to speak. <br />An Act of Intimidation <br />Mr. James Ott, Member of the Planning Commission, commented on an act of <br />confrontation and intimidation against him by an employee of Adams Advertising. <br />He requested that a letter be issued by the City Council to Adams Advertising stating <br />it would not allow such action. He asked if City Council would stand behind him as <br />planning commissioner in the event of litigation. <br />Councilmember Bennett agreed the request was fair and asked that a letter be sent <br />to Adams Advertising with admonition to cease and desist any future intimidation <br />attempts. Mayor Gaytan referred Mr. Ott to the City Attorney and the City Manager <br />to work at some type of resolve to bring mutual satisfaction. <br />Board/Commiss ions; Election Mayor Pro Temr)ore and Other Agency Assignments <br />Mayor Gaytan asked Council's approval to defer Agenda Items Nos. 14, 15 and 16, <br />to the first meeting in January. Motion was seconded by CM Sanders. <br />Councilmember Cook moved that City Council set a date and time for a study session <br />to review and update commissions, to review the purpose and create new <br />commissions and encourage citizens to serve on the commissions. Motion was <br />seconded by CM Sandoval. <br />Councilmember Sanders suggested that CM Cook's motion be incorporated with the <br />main motion and brought back early in January to allow Council to study and address <br />specific appointments. CM Bennett pointed out that all commission appointments <br />would be vacated by the next meeting. On commission appointments, City Attorney <br />Biggs clarified that the current ordinance provided, not that they are vacated at this <br />time, but that where there are newly appointed or reappointed councilmembers, those <br />commission appointments will be vacated within thirty days from date of the <br />installation of the City Officials, namely, December 3rd. She emphasized that this <br />year none of the commissions would have a quorum since there were four new <br />members to the City Council. <br />Council agreed that it was imperative to make appointments the first meeting in <br />January and to schedule the study at a later time.
