public to serve on commissions and time to notify present commissioners, As <br />requested, Mayor Gaytan directed that information about commissions be televised <br />on Channel 3. <br />The above motion to defer items 14, 15 and 16, to January 7, 1997, including <br />commission appointments and for setting a follow-up date for a Board/Commissions <br />workshop carried upon unanimous vote. <br />Electric Baseline Worksho <br />Councilmember Bennett indicated a willingness to go beyond the first meeting in <br />January to set a date for a workshop, to discuss electric baseline rate with possibility <br />of raising the baseline and any differences in rates. Electric Utility Director Tom <br />Clarke said he was prepared to talk anytime during January depending on level of <br />detail and time willing to be spent by Council. After discussion, with consensus of <br />Council, Mayor Gaytan continued this matter to Monday, January 13, 1997, for a <br />joint meeting with the Utilities Commission to discuss this matter He directed that <br />this matter be posted and televised. <br />Railroad Tracks <br />For safety of the community, Councilmember Cook called for update and repairs of <br />railroad crossings and street repair on south 9th Street, between K Street and 0 <br />Street, a residential area. She said the residents reported that the crossing signals had <br />not been painted in over 25 years. The railroad had been notified of the safety <br />problems with no response. She said that Community Development Department and <br />the Public Works Department had notified the railroad with no response, <br />Councilmember Cook moved to have Council direct the City Attorney to request <br />safety action of crossing signals and street repairs, along the tracks, on South 9 street <br />between K and 0 Streets. CM Sandoval seconded the motion. <br />CM Hutton stated that Union Pacific had just acquired Southern Pacific Railroad's right <br />of way, as part of a merger. His office, as well as Community Development, had <br />advised Union Pacific of the need for major repairs not only along this line but other <br />lines they hold along Colton Avenue. He mentioned that the railroad had entered into <br />a franchise, many years ago, with the City, and agreed to repair in an ongoing basis. <br />City Manager Freeman said that, since there is a franchise, there is leverage for the <br />City to obtain some action from the railroad to work with the City to find a quick <br />solution to this problem. <br />Motion carried with consensus of Council. <br />5 <br />DEC 17 1996 <br />
