I <br />Mission Statement and Goals <br />Councilmember Sanders identified the need, at this early stage, for Council to <br />establish goals and encouraged each Member to return on January 7, 1997, with a <br />list of goals and objectives. CM Sandoval asked for the goal board previously <br />displayed to measure progress and enable him to develop specific goals. <br />City Manager Freeman indicated a similar exercise was planned with each department, <br />to include every employee in the department, to form the mission statements. He said <br />it would benefit staff in its direction to follow Council's vision, goals and objectives. <br />Mayor Gaytan agreed it was important to incorporate everybody into the process of <br />government, including staff members, to have some type of ownership in the direction <br />of the City. Mayor Gaytan directed the City Manager to coordinate this effort. <br />Mr. Steve Anderson commented on setting specific items such as setting term limits; <br />redistricting from 6 areas to 4 thus cut down on costs; utility tax; jobs; land <br />development and new taxation. <br />CITY TREASURER <br />City Treasurer Williams submitted written report of all investments, cash and other <br />assets of City as of October 31, 1996. Treasurer Williams affirmed that a total of <br />$17,711,394 was invested. He expected that sales tax and property tax allocations <br />would impact the City's coffers by approximately one million dollars. <br />Mayor Gaytan asked about the timeline to recoup delinquent property taxes. City <br />Treasurer Williams stated the County of San Bernardino handled the collection of <br />delinquent general taxes, usually takes five years. He spoke about the tax sale in <br />March of the TMI property, in a Redevelopment project area. He said the total amount <br />of taxes, penalties and interest was $1.3 million and the City would receive a portion <br />of that amount. He said other taxes, for the assessment districts and community <br />facilities districts, go through accelerated program which are collected within 6 <br />months because bonds are outstanding.
