She <br />indicated that a hiring freeze would be proposed at a subsequent <br />meeting. <br />Motion by Councilmember Bennett, seconded by Mayor Fulp, to submit <br />the matter of a hiring freeze for consideration in the near future. <br />Councilmember Sanders disagreed and termed it ludicrous to allow <br />the City to be guided by a newspaper and its innuendo. <br />Councilmember Bennett countered that The Sun did not write the <br />article without facts, noting it had quoted officials who declared <br />they had no knowledge that the budget was balanced on LLMD tax and <br />utility users tax. She expressed concern and suggested suspension <br />of any action for three weeks until there is a clear understanding <br />of the City's fiscal standing, from the auditors. <br />Ms. Elaine Craig, representative of SBPEA, said she appreciated the <br />difficult decision to be made by Council; however, she noted that <br />several positions were promotions for some City employees. <br />After discussion, Councilmember Bennett and Mayor Fulp withdrew the <br />motion and the second thereto. <br />On Item 4, Councilmember Hansen asked why not wait until tires were <br />needed to buy them. Finance Director Vega said this was to set the <br />sum of $43,714, based on the prior year's usage and the purchase <br />order is drawn upon as needed. Councilmember/Director Hutton <br />explained that budgeted vehicle replacement parts were kept in the <br />bidder's stores. <br />Councilmember Hutton Asked if Agenda Items 8, 11 and 12 were new <br />positions or budgeted. He specifically asked if Item 8 was a new <br />position and Finance Director Vega stated it was not. Personnel <br />Director Harmon explained it was not a new position but an existing <br />position being upgraded from Account Tech II.
