Process is a stop -gap measure as the County sees the area as being <br />under the City Colton's sphere of influence and there is no intent <br />to finish the project since it is under Colton's sphere of <br />influence. Councilmember/Director Hutton said that the County <br />portion on Prado Lane is funded under ISTEA. <br />After discussion, motion by Mayor Fulp, seconded by Councilmember <br />Bennett, to approve Staff's recommendation that the street paving <br />program, amended to include Tejon Street and Stevenson Street, be <br />implemented with the allocated costs of $976,983 for the 1995-96 <br />fiscal year and to approve establishing a 24-hour pot -hole Hot -Line <br />for a one-time cost of $40.00. Motion carried upon unanimous vote. <br />Item 36 - Medical Center <br />Assistant to the City Manager Daryl Parrish said the MOU for <br />Construction of Traffic Mitigation and Infrastructure Improvements, <br />between the County of San Bernardino and the City of Colton, <br />designated the City of Colton as the lead agency for all aspects of <br />design, construction documents, bid award, construction and <br />administration of the project (excepting the 1-10/Pepper Avenue <br />Interchange.) He stated the attached Request for Proposal defined <br />the scope of work to include the preparation of alignment studies <br />for intersection design, design of traffic signals, street and <br />intersection improvements, coordination with utility companies and <br />other consultants, etc. Mr. Parrish informed that in subsequent <br />negotiations, the County of San Bernardino has agreed to fund one <br />hundred percent of the cost of the contract awarded by the City of <br />Colton. <br />Motion by Councilmember Hutton, seconded by Councilmember Sanders, <br />to authorize the release of the Request for Proposals for <br />Construction Administration of Street and Intersection Improvements <br />bounded inclusively by Valley Boulevard, Pepper, San Bernardino and <br />Meridian Avenues (the Public Improvements related to the <br />Construction of the San Bernardino County Medical Center <br />Replacement Project.) Motion carried upon unanimous vote. <br />City Manager Martinez complimented Assistant to City Manager Daryl <br />Parish for his outstanding work on this matter. <br />Agenda Plan <br />As requested by Councilmember Bennett, Agenda Items Nos. 8, 9, 10, <br />11, 12, 13 and 14, were pulled for discussion and Mayor Fulp so <br />ordered. At Councilmember Beltran's request, Mayor Fulp stated <br />Item 37 would follow Consent Calendar. <br />Hiring Freeze <br />Citing a recent newspaper article covering the City's need for <br />fiscal discipline, Councilmember Bennett remembered that Council <br />5 <br />FEB 2 0 1996 <br />
