Item 17A Mayor Fulp recommended adding a subsequent need item to the agenda: Item No. 17A which is the Finance Committee Regort Recommendations. Mayor Fulp moved this item be included on this agenda since, due to clerical error, it was inadvertently omitted from the agenda. Motion by Mayor Fulp and second by Council Member Sandoval to add Item 17A, regarding appropriation of $10,000 to Moreland & Associates for technical assistance, pursuant to Government Code §54954.2(b)(2), as there was a need to take immediate action and the need for action came to the attention of the local agency subsequent to the posting of the agenda, as specified in Government Code §54954.2(a). The motion carried unanimously. (1) Minutes — Approval of City Council/Utilities Commission Joint meeting Minutes of November 16, 1995, as on file in the office of the City Clerk. (2) Warrants — Approval of Accounts Payable Voucher Register dated December 18, 1995, consisting of 24 pages; Payroll Warrants Register dated January 2, 1996, consisting of 11 pages, as recommended by the Director of Finance. (3) Agreement - Electric — Authorize Electric Utility Director to execute an Interchange Agreement between the City of Colton and Southern California Water Company for the sale of surplus capacity and energy. (4) Agreement - Electric — Approval of the Agreement with Southern Pacific Transportation Company for 66KV transmission line crossing at 8th and Fogg Streets. (5) Agreement - Electric ' — Approval of the Agreement with Southern Pacific Transportation Company for overhead fiber optic cable crossing at 8th and Fogg Streets. (6) Agreement - Electric ' — Approval of the Agreement with Southern Pacific Transportation Company for 66KV transmission line crossing at 9th and "K" Streets. (7) Agreement - Electric — Approval of the Agreement with Southern Pacific Transportation Company for overhead fiber optic cable crossing at 9th and "K" Streets.
