Personnel Director Harmon said this position had been re-established during budget <br />sessions. She said there had been no recruitment for this position as the intent was <br />to reinstate a previously laid -off employee, whose name existed on a list from the <br />prior fiscal year. <br />Motion/second by Beltran/Bennett to ratify the employee appointment to the full-time <br />position of Public Utilities Inspector as recommended by the Interim Water and <br />Wastewater Director. Motion carried with CM Hutton voting "No." <br />Contract Administrator <br />Expecting the individual to perform at a professional level, CM Sanders said the duties <br />and qualifications for this position needed strengthening and he proceeded to read a <br />detailed list of modifications to the job description. <br />Following discussion and with approval of City Council, Mayor Fulp referred the <br />matter to staff and continued the agenda item to July 16, 1996, <br />Lecial Assistant <br />After brief presentation by Personnel Director Harmon, motion/second by Mayor <br />Fulp/CM Bennett to approve the job description for Legal Assistant and, further, to <br />designate the Legal Assistant as an "at will" employee, as recommended, carried upon <br />unanimous vote. <br />Temporary Part-time Positions of Pool Cashier (2) and Lifeguard (7) <br />Discussion had on CM Cook's inquiry to have the swimming pool open on Sundays. <br />Director Anstine said he would look at the schedule to arrange for it. <br />Motion/second by CM Bennett/Beltran to ratify the employee appointments for the <br />seasonal positions of lifeguards (7) and pool cashiers (2) carried upon unanimous vote. <br />WATER/WASTEWATER DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />NPDES Stormwater Rate <br />Interim Water & Wastewater Director Clarke reported that the City as co -permittee, <br />on the County's NPDES Stormwater Permit, had agreed to comply with all directives <br />issued by the Regional Water Quality Control Board. He noted that on October 4, <br />1994, Council approved the City's participation in the County -wide NPDES <br />Stormwater Assessment. After listing expenditures, Director Clarke said that the total <br />cost of the FY 96-97 NPDES Stormwater Program is $521,748 which is unfunded. <br />JUL 0 2 1996 <br />
