Allocation of Administrative Fee to the County Medical <br />Center MOU to include that "Councilmember Bennett asked <br />to include areas outside of the mile and one-half radius <br />which would be impacted by the hospital and also need <br />improvement." Motion/second by CM Bennett/Hansen to <br />approve Regular Meeting Minutes of July 2, 1996 as <br />modified and Special Minutes of March 20, 1996, carried <br />upon unanimous vote. <br />(2) Warrants <br />Approval of Accounts Payable Voucher Register dated June <br />24, 1996, consisting of 23 Pages; Accounts Payable <br />Voucher Register dated June 20, 1996, consisting of 18 <br />Pages; Accounts Payable Voucher Register dated July 1, <br />1996, consisting of two pages; and Payroll Warrants <br />Register dated July 2, 1996, consisting of Two Pages, as <br />recommended by the Director of Finance. <br />(3) Water Wastewater <br />Waive Full Reading and Pass Second Reading of ordinance <br />Amending Chapter 14.01 of the Colton Municipal Code to <br />Provide for a Stormwater Management Charge, ORDINANCE NO. <br />0-20-96. <br />(4) Easements/Electric <br />Accept Three Easements from Hugo Neuproler Company along <br />Transmission Line Route for New "West" Substation. <br />(5) Assessment <br />Approve Resolution authorizing the Annual Levying of <br />Assessments for Improvement District "A (James Sullivan <br />Mutual Water Company,) RESOLUTION NO. R-73-96. <br />(6) Bid <br />Citing the need to support local business, CM Hansen <br />moved, seconded by CM Bennett, to award the bid to <br />Traffic Specialties, a local business. Finance Director <br />Vega explained that the difference between the bids is <br />$25 (the City would pay $90) and that the address on the <br />bid indicated Indio. Motion carried unanimously. City <br />Attorney Biggs advised that the City is not required to <br />take the lowest bid but the lowest responsible bid. She <br />indicated that there was a need for a finding that even <br />with the 1% business preference, this bid was not the <br />lowest. City Attorney Biggs suggested a procedural <br />change was needed to prevent a challenge to the bid <br />process. CM Hansen/Bennett withdrew the primary motion <br />and second. <br />Motion/second by CM Hansen/Bennett to reject all bids and <br />return the matter to staff and have the matter return in <br />two weeks.
