RECESS: <br />At 9:44 p.m. Mayor Fulp declared a recess and reconvened at 9:55 p.m. All Members present. <br />PUBLIC HEARING: <br />Appeal <br />Mayor Fulp announced this was the time and place for hearing for consideration of appeal of <br />the Planning Commission regarding the Colton Cottages, Planning Division File Number DZG- <br />12-96, T17-15610. <br />Mayor Fulp declared the Public Hearing open. <br />City Clerk Freeman submitted the Affidavit of Publication and reported there was one written <br />objection submitted. <br />David Zamora gave a brief background for construction of 36 single family residential units on <br />12 vacant parcels of property bounded by "G", "H", 10th and proposed 11th Streets. He <br />recommended that the City Council accept public testimony on the proposed project, and after <br />careful consideration, approve the appropriate attached resolution, which upholds or overturns <br />the Planning Commission decision of File Index Number DZGT-12-96. Should the Council <br />overturn the Planning Commission decision, staff recommended the filing of a Negative <br />Declaration for the proposed project, approval of the attached resolution which amends the <br />Colton General Plan, and the attached ordinance, amending the Zoning Ordinance. <br />Rod MacDonald, MacDonald Properties, stated that since the denial by the Planning Commission <br />they had addressed the issues of concern and asked Council for reconsideration and approval for <br />development. <br />John Mitchell, Colton resident, said the changes were good and they should go back to the <br />Planning Commission for their recommendation. <br />Fred Cordova, Colton resident, described what happened during the selection of the Senior <br />Housing development on La Cadena and "F" Street and previous developments which have been <br />approved in the City. He found the lots for this project are too small. <br />Michael Anderson, Colton resident, said he attended the Planning Commission Meeting when <br />this project was discussed and had concerns relating to density, alley ways, parking. Because <br />of the changes submitted by the developer he believed it should be returned to the Planning <br />Commission. <br />Mr. Alvarado, Colton resident, questioned the alley's and problem with garbage trucks. <br />Moved/second, by Mayor Fulp/CM Bennett, to close the Public Hearing.
