Stop Signs <br />Public Works Director Hutton reported that the previous evening the City Council had approved <br />the City's Capital Improvement Budget which included updating the City's Circulation Element <br />and recommended that part of the study review the Reche Canyon Specific Plan with regards to <br />all intersections within the Reche Canyon area and come back to this Council with <br />recommendations that warrant necessary improvements. Motion/second by CM Bennett/Hansen <br />to approve staff's recommendation. Unanimous vote. <br />Reche Canyon Road Drainage Improvements <br />Item pulled by Councilmember Bennett as item was addressed in the Budget under Capital <br />Improvements. <br />WATER/WASTEWATER DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Phil Martin & Associates Contract <br />Lorraine June, Administrative Analyst II, presented to Council for approval of Phil Martin & <br />Associates to perform the environmental analysis for the Wastewater Treatment Plant project for <br />a fee not to exceed $16,615. Moved/second, by CM Hutton/Sanders, approve staff's <br />recommendation. Unanimous vote. <br />Stormwater PrWosed Rates <br />Item pulled by City Manager Martinez. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Administrative Policy/Expense Reimbursement <br />City Attorney Julie Biggs presented, as requested by Council, an Administrative Policy regarding <br />Reimbursement of Expenses for the City Manager and Members of the City Council. She stated <br />the purpose was to establish a system of checks and balances for the payment of expenses for <br />the City Manager and Members of the City Council as permitted by Administrative Policy <br />2.05.050. <br />Discussion followed and with consensus of the Council, Mayor Fulp referred the item to the City <br />Attorney for further review and revision. <br />Parking of Non -Motorized Vehicles <br />City Attorney Biggs presented for approval an ordinance regarding parking of non -motorized <br />vehicles within the City. Motion/second by CM Bennett/CM Hansen to waive full reading and <br />pass First Reading of Ordinance No. 0-19-96. Unanimous vote. <br />0 <br />IJUN 1 8 19% <br />
