At Mayor's request, Councilmember/Director Hutton reported he was attempting to obtain funds <br />from SANBAG. He found they do have $19,000 available for handicapped ramps, in areas with <br />established curb and gutters improvements. The subject area was not included under review of <br />CDBG funds and Councilmember Hutton said funds were kept in abeyance for this area. Mayor <br />Fulp said he would meet later with Councilmember Hutton. Councilmember Cook inquired how <br />Councilmember/Director Hutton prioritized and determined what areas got sidewalks and curbs. <br />She indicated there was similar problems at Rancho and Olive and 2nd and C street. There is <br />ongoing need throughout the City to have sidewalks near all City schools. She agreed it was <br />difficult to prioritize which corner to address. Hutton said there is a list of over $10m worth <br />of improvements needed, particularly curbs and drainage. All new construction is to have <br />handicap ramps. Councilmember Beltran said that ADA called for ramps to be constructed on <br />all four corners. Mayor Fulp asked to meet with Councilmembers Cook and Hutton. <br />Item 32 - Streets <br />Councilmember/Director Hutton said this was the same type of issue. Mayor Fulp agreed to <br />defer to a later time. <br />Item 33 - Fire Assistance/Reche Canyon <br />Mayor Fulp asked for the status on the controversy of whether the City owed money to the <br />Coutny, by Invoice dated June 11, 1995. Chief Hall said that after conferring with City <br />Attorney Biggs, it was the Department's opinion that the City did not owe the $64,000. Mayor <br />Fulp inquired if the City could count on fire assistance in the future, if the stalemate continued. <br />Fire Chief Hall related that he spoke with the Local Ranger who assured he would not withhold <br />any response upon proper channels. Fire Chief Hall said the City was covered under mutual aid <br />and the California Disaster Act. City Attorney Biggs reminded that City Council had forwarded <br />its letter to State of California with no response received; therefore, no argument had been <br />refuted. She agreed there was dispute and found it uncomfortable to discuss the matter in a <br />public forum. Listing grave concern for the Citizens, Mayor Fulp insisted that the problem be <br />resolved. Chief Hall said there is an existing agreement for aid with CDF. <br />Item 34 - Veteran's Monument, Cesar E. Chavez Park <br />On the question of whether or not there was an existing or missing plaque dedicated to the <br />Veterans of World War I, Council member/Directror Hutton said there appeared to be no <br />evidence that a plaque was installed; therefore, there was no missing plaque. He said a plaque <br />could be installed, at a cost of $500, and asked for an appropriate inscription. He said he found <br />that it was dedicated in 1920, no specific month or date issued. <br />Mr. John Longfield said he had conducted research in the City Library and found an article by <br />The Sun or Colton Courier, which indicated the plaque was dedicated on Veteran's Day or <br />Memorial Day. He recalled providing copies to City Council. Councilmember Cook did not <br />believe the park was dedicated to the Veterans, but the pool. <br />Mayor Fulp returned the item to Director Anstine for further study and directed that the matter <br />MAR 19 1996 <br />
