Mayor Fulp acknowledged a late <br />contribution in the amount of $175.00 from Attorney and School Board Member Don Alvarez, <br />which would be endorsed for the Carl Rimbaugh Softball League. Mayor Fulp acknowledged <br />and presented a special kudo to the Roquet family, who donated their time and equipment, on <br />a Saturday, to complete this project. <br />AGENDA REVIEW: <br />Having promised that continued items would proceed first, with consultant items to follow, <br />Mayor Fulp set the order accordingly: Items Nos. 30, 31, 33, 34 from 3/5/96 followed by Items <br />35 and 26 thereafter return to the regular calendar order. <br />Item 30 - Traffic <br />Mayor Fulp said he had requested a study for the right lane on Cooley Lane and thanked <br />Councilmember/Director Hutton for his response. Councilmember Bennett requested a study <br />of traffic signals of all the intersections, including Barton Road and Washington Avenue, for <br />safety, namely, timing of synchronized lights by traffic and safety engineers. She said she had <br />timed the lights and the "yellows" were very fast. Councilmember/Director Hutton said that a <br />joint project agreement authority approved funding for a multi -agency jurisdictional inter -connect <br />system along Washington Avenue for all traffic signals along Washington and Mt. Vernon and <br />he reported the job was finished, except for "M" Street. The City of Colton's portion of the <br />study was $30,000 and included review and timing of all the signals as part of the inter -modem <br />transportation and signalization system. Civil Engineer Tim Wilson answered questions <br />regarding the study and concluded that traffic engineers are charged with providing a the City <br />a safe signal and well-timed intersection. He assured that the study was performed by a highly <br />acclaimed firm. He suggested that the City rely on the professionals to solve these problems. <br />As the study was recent, he said they would review all signals in the field. <br />Mayor Fulp directed the matter be continued to allow further review and asked Messrs. Hutton <br />and Wilson to return in the near future. Councilmember Bennett requested a timing between <br />the "red" and the "green." <br />Mr. John Longfield asked that the study include what they do in their study -- how long they <br />are giving the children to cross at Washington and Meadow, how long the light is (check with <br />school hours); and at Washington and Barton, check timing of Left Turn light.
