She indicated she would respond only with approval and direction from <br />Council. <br />Mayor Fulp stated that a letter had been received regarding this issue and it was in <br />the hands of City Clerk Delgado. City Clerk Delgado was directed to submit letter to <br />City Attorney Biggs for review. <br />Bob Rutherford, San Bernardino resident, spoke against the billboards. He submitted <br />copies of a photo of billboards in the Cooley Ranch area and presented a diagram <br />describing where these billboards were situated. <br />Claudia Ross - Grand Terrace resident - read a statement on the billboard issue <br />regarding the continued "Pontius Pilate" attitude of Council, legal advise given to <br />Council which she termed weak, and questioned how council could get into a contract <br />and not be able to get out of the contract. <br />Armando Cepeda, Colton Resident, read a statement on the billboard issue wherein <br />he observed that the billboards give the impression that the City is "fair game" and <br />the City has a problem with accountability. <br />Jim Ott, Colton resident and Planning Commissioner, spoke as to the Adams <br />Advertising billboards. He stated that people are upset and believed Council was not <br />aware of what the results would be when the settlement and lease agreement was <br />signed. <br />Jerry Guthrie, Colton resident, asked each of the Councilmembers if they had received <br />a campaign contribution from Adams Advertising. Each Councilmember responded <br />"NO." He concluded his questioning by stating that Council should do the "right <br />thing" about the billboard issue. <br />Councilmember Bennett asked to go to Closed Session on her request for answers to <br />her questions regarding the billboard issue as she believed there are safety concerns <br />that need to be addressed. <br />City Clerk Delgado read the letter from Adams Advertising Inc. dated August 30, <br />1996 addressed to City of Colton, City Council. <br />Councilmember Sanders referred to the settlement and lease agreement with Adams <br />Advertising, which is available to the public, where it states that all permits will be <br />issued in a timely manner. <br />Jim Ott, Colton resident, stated he has a copy of the settlement and lease agreement <br />but that Council is not taking a pro -active role in solving the problem. <br />5 <br />SF P %j j t;;JQ <br />
