CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Amendment of the Purchasing Ordinance <br />Assistant City Manager Parrish requested Council to waive full reading and pass first reading <br />amending Chapter 3.08 of the Colton Municipal Code as it relates to purchasing. <br />After brief discussion on modification of maximum amount of authorization, Motion/second, by <br />CM Hansen/Beltran, to waive full reading and pass first reading of Ordinance No. 0-27-96 with <br />a threshold amount of $15,000. Unanimous vote. <br />ORDINANCE NO. 0-27-96 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />(First Reading) COLTON AMENDING SECTIONS 3.08.120, 3.08.140 AND <br />3.08.150 OF THE COLTON MUNICIPAL CODE RELATING <br />TO THE AUTHORIZATION OF THE CITY MANAGER AND <br />PURCHASING OFFICER TO CONTRACT FOR CITY <br />SUPPLIES, SERVICES, EQUIPMENT <br />Assistant Finance Director <br />Personnel Director Harmon presented for Council approval a resolution revising the job <br />description for the position of Finance Assistant to Assistant Finance Director. <br />Motion/second, by CM Sanders/Cook, to approve and adopt Resolution No. R- 106-96. <br />Unanimous vote. <br />RESOLUTION NO. R-106-96 A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON AMENDING RESOLUTION NO. R - <br />62A -96 <br />Reorganization of the Electric Utility and Water/Wastewater De artment <br />City Manager Freeman pulled this item to be discussed during Closed Session at the next <br />Council Meeting. <br />Fred Cordova, Colton Resident & Utilities Commissioner, stated that in the past this item was <br />discussed before the Utilities Commission and they recommended against combining the two <br />departments under one director.
