DISCHARGE PERMIT FEES. <br />RECESS: <br />At 7:35 P. M. , Mayor Fulp declared a brief recess and at 7:47 P. M., the meeting reconvened <br />with all Members present as heretofore, except for CM Hansen who was absent. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: (Continued) <br />Budizet Fiscal Year 1996-97 <br />City Manager Martinez stated there had been several workshops and the majority of <br />departmental budgets had been tentatively approved except for the Police Department, the <br />Cemetery, Water/Wastewater Department and some capital projects. <br />Motion/second by CM Sanders/Hutton to tentatively approve the Budget for Fiscal Year 1996- <br />97. <br />After review of information dated June 18, Mayor Fulp noted that corrections were necessary <br />to the City Council's budget, namely under line item Account No. 01-1001-16, entitled <br />"Education and Training" which was increased by $500 and line item Account No. 01-1001-40, <br />Special Department Expense, was increased by $1,500. Finance Director Vega said those <br />adjustments would be made and apologized for the oversight. <br />After brief discussion, it was agreed that the final discussion on the budget was intended for <br />tomorrow's regular meeting. Finance Director pointed out that only expenditures were provided <br />today and that revenues would be included tomorrow. <br />Schools <br />Mayor Fulp referred to correspondence from Colton School District Superintendent Fischer <br />which requested pro rata contribution for three crossing guards for Cooley, Grant and Mc Kinley <br />Schools. City Manager Martinez said the $5,400 would be assessed to the Police Department's <br />budget. On the flashing light at Cooley, City Manager Martinez said that the cost would be <br />borne by Public Works and Streets. <br />TempoLary Personnel and Landscaping <br />Discussion had regarding budgeted positions, temporary personnel and laid -off personnel. To <br />provide information on ongoing revenues, City Manager Martinez said staff proposed to bring <br />to Council a five-year plan for expenditures and revenues. CM Bennett expressed concern about <br />funding positions which may be terminated when the Utility Users tax ends. Also, she indicated <br />that, for the past three years, she had asked for landscaping along Washington Street - and all <br />entrances to the City, which had not materialized.
