Grand Terrace Councilmember Dan Buchanan expressed concerns about the difference in rates <br />as found in the staff report. He said that the City of Grand Terrace is landlocked which is no <br />reason why it would not seek expansion of the facility. He emphasized that the City is a <br />participant of the RIX system and the City does pay for it. The City did not wish to participate <br />in the SARI line. He said the City of Grand Terrace supported the rate increases for the <br />projected two years with review to be held at the end of that time. <br />CM Hutton noted that Grand Terrace is contracting out for maintaining sewer services and he <br />suggested that the City of Colton be allowed to perform that maintenance and repairs. <br />In response to Mayor Fulp's inquiry, Grand Terrace Councilmember Buchanan said the <br />flow/discharge was measured by two monitoring devices which were currently non -operational. <br />He said that the City of Colton was in the process of re -installing a measure of flow. Discussion <br />ensued regarding Grand Terrace waiving sewer connection service for one portion of Riverside <br />through the Grand Terrace sewer system. <br />Mr. Evans spoke about the RIX and SARI projects, the status of loan payments, Title 22 repairs <br />and expansion and fixed debt service. Director Evans recommended that Council adopt biennial <br />rate increases, permit rates for Colton at $16.20 and Grand Terrace at $12.58 and that it commit <br />to an ongoing program for rehabilitation of the collection system. <br />After brief discussion, CM Sanders requested that the item of unfunded mandates be placed for <br />the first meeting in July. <br />Motion/second by CM Sanders/Mayor Fulp to waive full reading and pass second reading of <br />Ordinance No. 0-13-96 with direction to the City Attorney to draft a resolution, for the first <br />meeting in July, which would physically separate water/wastewater funds from all other funds, <br />including separate bank accounts and books. <br />Motion/second by CM Beltran/Sanders to call for the question carried with Mayor Fulp voting <br />"No," and CM Hansen absent. <br />The primary motion for adoption of Ordinance No. 0-13-96 and to separate/identify water funds <br />carried with CM Bennett and CM Hutton voting "No," with CM Hansen absent. CM Bennett <br />said she supported the resolution portion of the above motion. Finance Director Vega made <br />inquiry regarding separate books.
