SPECIAL COUNCIL MEETING <br />MAY 15, 1996 <br />A Special Meeting of the City Council of the City of Colton was held at 6:03 P. M., on the <br />above -given date in the Council Chambers of City Hall, located at 650 North La Cadena Drive, <br />Colton, California, Mayor Fulp presiding. Notice of Special Meeting was given on May 14, <br />1996, in compliance with Government Code Section 54956. <br />ROLL CALL: <br />Councilmembers present were Councilmember John C. Hutton, Councilmember Floyd D. <br />Hansen, Councilmember Deirdre H. Bennett, Councilmember Betty L. Cook, Councilmember <br />Don Sanders, Councilmember Abe E. Beltran and Mayor George V. Fulp. Also present were <br />City Manager Martinez, City Attorney Biggs and City Clerk Freeman. <br />PUBLIC WORKS DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />(1) Consider Sanitation Alternatives to Privatization Agenda. <br />Councilmember/Director Hutton presented a check in the amount of $58,167, representing host <br />City fees. <br />CM/Director Hutton presented an overview on his bid for alternative proposal for contract <br />services, highlighting the current operation's financial status, areas of improvement, and, actual <br />alternatives. Citing the revenue/expenditures statement dated April 30, 1996, Director Hutton <br />concluded that, at 90% received, the revenues for the Sanitation Department is exceeding <br />expenditures currently spent on that service. <br />CM/Director Hutton suggested that the idea of a waste -free energy facility, to be located and <br />constructed in Colton, was financially feasible. He referred to a feasibility study prepared in <br />1982 which held that a waste energy facility would generate 250% its revenue over the first five <br />years. He suggested that a test -burn could be done at the cement plant; that the Colton Cement <br />Company could be annexed and through a joint project, the federal government was willing to <br />pay for resource recovery. With the RIX facility improving the wastewater, Director Hutton <br />suggested that the water could be recovered and used in cooling and to generate electricity. He <br />said that GE, seizing the opportunity, had placed the proposal to design, construct and operate <br />the resource recovery. Southern California Edison had said it was technically feasible and they <br />would buy it. <br />Mr. Dale Hite referred to a letter received from a conglomerate of franchises offering their <br />services. He said that residents should be allowed a choice of haulers.
