Elaine Craig, Chris Gallegos, Terry Dorman, Roy Hudgins, Richard Quintana, Larry Villegas, <br />Jess Castro, and John Medina. <br />Regardless of the decision made, Lisa Aceves requested quality pick-up. She said EDCO had <br />served her area in the past and now, with the City, quality had suffered. <br />Mr. Dennis Butler, Chair of the Utilities Commission, posed a question regarding recycling. <br />Former San Bernardino Councilman Ralph Hernandez was present and so recognized. <br />CM/Director Hutton indicated that the City of Redlands conducted a study and subsequently sold <br />COP bonds which acquired money for all its automated equipment. Director Hutton <br />recommended COP bonds or lease purchase of the necessary equipment. <br />CM Bennett spoke in favor of keeping the Sanitation Department in-house for better control. <br />She encouraged the Council to look into bonding such as Redlands had obtained. <br />Mayor Fulp inquired about going from waste to energy, EPA permits and time -frame. Director <br />Hutton said that all EIR documents had been prepared and had gone through all the agencies. <br />He spoke about having visited Ogden/Martin in Oregon. Director Hutton recommended <br />converting the fleet to automated, namely, one driver per truck; reducing overhead to reduce <br />manpower; and, to have wastestream collected instead of sending it to the land -fill. He alerted <br />that the County is proposing to close the landfill within 18 months. Waste would have to be <br />transported and the City would lose host city fees. <br />CM Cook asked that the Sanitation Department be improved, reorganized and kept in-house. <br />CM Beltran described a waste energy facility as a large facility. With no more than four <br />facilities in the country, on experimental basis, he said it was not a feasible option. <br />CM Hansen spoke in favor of continuing our own stream of waste and running it through a <br />waste energy process. <br />(2) Approve Agreement between the City of Colton and a Private Hauler for Municipal <br />Solid Waste, Recyclable, and Greenwaste Collection and Transportation to Disposal, <br />Composting, and Processing Facilities. <br />City Attorney Biggs said she had received and continued to maintain custody of the sealed bids <br />from Taormina Industries and Burrtec Waste Industries, Inc. She advised that the process <br />integrity rules, allowing no contact, were still in effect. She informed that on Tuesday she was <br />contacted by a representative of Taormina who asked that they be allowed to submit corrections <br />to typographical errors. CA Biggs directed that the proposed corrections be submitted in a <br />sealed envelope. Representatives of Burrtec objected strongly to allowing the corrections and <br />she concurred.
