At 7:15 P.M., recess was declared to allow for set-up of next presentation; at 7:30 PM, meeting <br />reconvened with all Members present. <br />City Manager Martinez indicated that all details of the service were being addressed and <br />described the process to be undertaken. City Attorney Biggs informed that the proposals <br />contained several documents. <br />Mayor Fulp said the sanitation matter had been discussed for almost a year. After consultant <br />R. W. Beck was hired, an RFQ and RFP were let. He listed the criteria established and the <br />process observed which narrowed the field of eleven participants to the two remaining <br />participants. <br />For the record, City Attorney Biggs stated a question was raised regarding one item discussed <br />under Closed Session, involving one bid, which dealt with a lease at the Corporate Yard. It was <br />her legal opinion that the procedure was correct and proper. She said no action was taken that, <br />merely, direction was given. <br />Assistant Finance Director Bonnie Johnson acknowledged receipt of the packages and attested <br />to the condition of the packages as accepted on Friday. Mr. Richard Tegore Erwin, Consultant, <br />said there were 15 copies and one original submitted by each company. City Attorney Biggs <br />attested that the packages had been in her possession and control since last Friday and contained <br />the initials of Bonnie Johnson, herself and a representative from each of the industries. <br />At 7:50 P. M., the bid packages were opened, separated and reviewed. <br />At 8:32 P. M., after reading the integrity clause, Attorney Biggs inquired of the individual <br />prospective haulers and the members of the City Council. The following persons avowed <br />compliance: Eric Herbert, Vice President/Burrtec; William Taormino, owner of Taormina <br />Industries; Councilmembers Hutton, Hansen, Bennett, Cook, Sanders, Beltran and Mayor Fulp. <br />In reviewing the packet, Richard Tegore-Erwin, R. W. Beck consultant, said there was a <br />requisite that information be provided in table form to allow uniform scoring. The following <br />tables were submitted: <br />Table 1: Cash table to Colton: Initial purchase price and Annual price <br />Minimum bid 250,000 transfer and equipment costs over 10 year period <br />(business/equipment): Burrtec: $1,750,000 <br />Taormina: 2,875,000 <br />Cash payment on annualized basis: Taormina: $926,152 <br />Burrtec: $ 1,610,785 <br />Ten-year total: Burrtec: $3,360,785 <br />Taormina: 3,801,152 <br />3 <br />MAY 15 1996 <br />
