Burrtec: Will not build facility in Colton. <br />COMMITMENT TO EMPLOYEES: <br />Burrtec <br />Mr. Herbert described the hiring plan which offered employment to all sanitation employees who <br />would keep their seniority, receive a benefit package and receive transition pay. There are no <br />conditions attached. He spoke about drug testing and that physical examinations would be <br />waived. He said no requirements would be placed on the sanitation employees. He promised <br />there were no artificial barriers. He said the company was a non-union operation. He spoke <br />about the training, equipment, and the level of expectation. <br />Taormina <br />Mr. Taormina commented on strict policies and guidelines and the need to abide by those <br />policies. He said prospective employees would be required to pass a physical and pass a drug <br />test He said Taormina will not put up with bad employees and bad workmanship. He indicated <br />there was a union shop, i.e., Teamsters Local 396 and employees were paid union scale. He <br />said there was a need for qualified drivers. He said that the Company cannot take complaints. <br />He pointed out that employees enjoy holidays and that Taormina gives incentive bonuses and <br />provides a good working environment. He said that Colton employees would not have to drive <br />to Orange County. Mr. Taormina said the Company would honor seniority and he listed the <br />benefits offered. <br />Mayor Fulp reminded everyone about halting the meeting at 10:30 P. M. Motion/second by <br />Mayor Fulp/Sanders to continue meeting to its finality carried unanimously. <br />CM/Director Hutton spoke about revenue generated by the enterprise, which goes to the General <br />Fund, and strongly urged keeping the operation. <br />After debate re commercial accounts, Jack Avakian of Jack's disposal yelled out from the <br />audience: "You can have it." <br />There was lengthy discussion regarding the City Operation's need to purchase new equipment, <br />Finance Director Vega agreed with the percentages but noted a gap between enterprise revenue <br />and its expenditures. Pursuant to audit report, Director Hutton argued it could not be <br />determined that the enterprise had a $200,000 shortfall from previous fiscal years. Discussion <br />continued. <br />Attorney Constance Hornig addressed AB939 and mandated percentages; Material Recovery <br />Facility (MRF); and indemnification clause. She evaluated that the proposal for a waste energy <br />disposal project is not a collection solution. She identified it as a difficult and long-term project. <br />5 <br />MAY 15 1996 <br />
