membership was at $2,500, League of California Cities at $6,700, SANBAG at $700, <br />Entertainment Real Estate at $300, Inland Empire and another magazine at $50 each, per year and <br />other miscellaneous subscriptions at $1,7,00. CM Bennett offered her portion ($2,142) of travel <br />monies to go towards hiring an assistant for the Executive Secretary. <br />Motion by CM Bennett to take the money from travel for now, direct staff to find other areas that <br />can be cut on this budget and bring them for Council approval at a future date, in order to allow <br />Council to hire a part-time person in the office, in an amount of $13,000, to help the Executive <br />Secretary. <br />Motion failed with CM Chastain and CM Bennett voting "Yes" and CM Sandoval and CM <br />Hutton absent. <br />Motion and second by CM Bennett and Mayor Gaytan to take $7,200 from the travel fund; <br />$2,000 from professional services; and, $2,100 from dues and publications, for a total of <br />$11,300 to hire a part-time person, to assist the Executive Secretary in the City Council's Office. <br />Motion carried upon unanimous vote, with CM Hutton and CM Sandoval absent. <br />CITY CLERK <br />CM Chastain asked that the increase in pay to City Clerk Barrera be tabled to a future date, <br />possibly mid -year, for clarification of the Cemetery and Risk Management assignments. Acting <br />City Manager Harmon spoke on behalf of City Clerk Barrera, who was out of town attending a <br />City Clerk's conference. She stated that the city clerk position no longer had the risk manager <br />assignment. <br />Acting City Manager Harmon indicated an unusual situation existed in that City Clerk Barrera <br />filled the full-time position of senior office specialist and in that capacity was subordinate to the <br />deputy city clerk and as elected city clerk she was supervisor to the deputy city clerk. She <br />indicated there would be a trade-off as the proposal would address that situation and it would also <br />eliminate the senior office specialist position. Deputy City Clerk Delgado indicated that no pay <br />was allocated when the Cemetery was assigned to her and no compensation had been received. <br />CM Sanders inquired if the 4% factored into this. Acting City Manager Harmon stated that <br />salaries in the budget were status quo and monies to be allocated were in a compensation reserve <br />fund. <br />Mayor Gaytan moved for approval of the balance of the budget. CM Chastain stated she had <br />questions as to each department and Mayor Gaytan withdrew his motion for lack of a second. <br />Motion and second by CM Chastain and Bennett to approve the City Clerk's portion of the <br />budget carried unanimously, with CM Hutton and CM Sandoval Absent. <br />At 6:08 P.
