Motion/second by CM Chastain/Bennett to approve the City Manager's budget carried upon <br />unanimous vote with CM Hutton, CM Sandoval and Mayor Gaytan absent. <br />Personnel Director <br />CM Chastain posed a question as to the dues and publications, where she noted an increase of <br />$500. Acting City Manager/Personnel Director Harmon stated that she had reduced the number <br />of publications subscribed to. She indicated there was a federal manual, The Fair Labor <br />Standards Act, that her office subscribed to and the figure was the minimal amount. <br />Motion/second by CM Bennett/Chastain for approval of the Personnel Department's budget <br />carried unanimously, with CM Hutton, CM Sandoval and Mayor Gaytan absent. <br />Finance Department <br />Motion/second by CM Sanders and Mayor Pro Tempore Cook to approve the Finance <br />Department's budget carried unanimously, with CM Hutton, CM Sandoval and Mayor Gaytan <br />absent. <br />City Attorney <br />CM Bennett inquired about $1,000 removed from education and training and she was informed <br />that it was restored. CM Sanders inquired about a two -fold increase to dues and publications. <br />CA Biggs said she did not have a law library but had access to Lexis Nexis, a computer service <br />that allowed her to reach every decision in America on an on-line basis, which included updates <br />for the general statutes in the City as well. The item had been under special department expense <br />as the cost is around $5,00046,000, and had now been moved to dues and publications on the <br />-- theory that it was like a library. <br />Motion/second by CM Chastain/Bennett to approve the City Attorney's budget carried upon <br />unanimous vote, with CM Hutton, CM Sandoval and Mayor Gaytan absent. <br />City Treasurer <br />Motion/second by CM Sanders/Chastain to approve the City Treasurer's budget carried upon <br />unanimous vote, with CM Hutton, CM Sandoval and Mayor Gaytan absent. <br />Police Department <br />CM Sanders inquired about the expiration of the grants, i.e., the universal hiring grant. Police <br />Chief Lunsford said that current grants all have a two-year expiration on them. CM Sanders <br />asked about the lay -in plans on recurring basis after those two years. Police Chief Lunsford said <br />there were none. After brief comment on impact, of grant termination, CM Sanders suggested <br />giving direction to staff to submit a two -prong budget, consisting of the existing budget and a <br />conceptual budget for the following fiscal year. <br />CM Chastain inquired about the $9,600 projected in special department expenses. Police Chief <br />Lunsford stated that the figure had to do with the lease on the "corp" building which had not been <br />reflected in this budget in the past. She queried about the education incentive, which went from <br />$42,000 to $66,000, and wondered if more police officers were going to incentive education. <br />Finance Director Vega explained that education incentive was an entitlement under the MOU, <br />City Council Minutes - June 30, 1997 Page 4 <br />n u! n n Ino? <br />
