She said language in the documents did provide for maintenance that could be allocated <br />via tax levy; however, that had not been done in the past. She stated that at present there is no <br />vehicle for maintenance. She suggested that the City revisit the subject and talk with bond <br />counsel. At CM Sanders request, Director Vega said that the matter would be presented to CFD <br />Commission at its next meeting. <br />Motion/second by CM Bennett and Sanders to approve Neighborhood Services Department's <br />budget carried upon unanimous vote, with CM Hutton, CM Sandoval and Mayor Gaytan absent. <br />CM Cook asked about a certain memorandum from Parks and Recreation Commission requesting <br />a transfer of an employee from the Public Works Department back into the Neighborhood <br />Services Department. Director Anstine stated it was a needed position but not included in the <br />budget at this time. He said he had discussed the matter with the Public Works Director. <br />City Library <br />Motion and second by CM Sanders and CM Chastain to approve the City Library's budget carried <br />upon unanimous vote, with CM Hutton, CM Sandoval and Mayor Gaytan absent. <br />Community Development Department <br />Motion and second by CM Sanders and CM Bennett to approve the Community Development <br />Department's budget carried unanimously, with CM Hutton, CM Sandoval and Mayor Gaytan <br />absent. <br />Automotive Shops <br />Motion by CM Sanders, seconded by CM Chastain, to approve the Automotive Shop's budget <br />carried unanimously, with CM Hutton, CM Sandoval and Mayor Gaytan absent. <br />Remaining Budget Items <br />Motion by CM Sanders, seconded by CM Chastain, to approve the remainder of the budget, <br />except for the Electric and Water/Wastewater Departments, carried unanimously, with CM <br />Hutton, CM Sandoval and Mayor Gaytan absent. <br />RECESS: <br />At 6:37 P.M., CM Sanders excused himself from the dais and a brief recess was declared. At <br />6:39 P. M., meeting reconvened with all members present except for CM Hutton, CM Sandoval <br />and Mayor Gaytan who were absent. <br />Electric Department <br />CM Chastain noted an increase under education and training. Utility Director Clarke explained <br />that it went up to $2,500 per person, pursuant to the MOU. She pointed to the $2,000 increase <br />under travel and meetings. In addition to authorized staff, Director Clarke said travel was also <br />included for three administrative and two clerical employees, the City Council, the Commission <br />and the Finance Department, <br />Director Clarke declared the Energy Service Specialist an essential position which will serve as a <br />City Council Minutes - June 30,1997 Page 6 <br />JUN 3 0 1997 <br />
