when an officer earned the basic certificate and advanced to post certificate. <br />CM Chastain noted substantial increase regarding building and grounds which increased <br />substantially. Police Chief Lunsford said in the past they were dependent on the Public Works <br />department to provide maintenance to their building but with budget constraints it had become <br />necessary for Police Department to go out and contract for this service. <br />Motion/second by CM Sanders/Chastain to approve the Police Department's budget carried upon <br />unanimous vote, with CM Hutton, CM Sandoval and Mayor Gaytan absent. <br />Fire Department <br />Motion/second by CM Sanders/Chastain to approve the Fire Department's budget carried upon <br />unanimous vote, with CM Hutton, CM Sandoval and Mayor Gaytan absent. <br />Public Works <br />After brief discussion with Assistant to Public Works Randy Rivera, CM Bennett asked to direct <br />staff to conduct a street sweeping survey and initiate a cost comparison on contracting out street <br />sweeping services versus keeping it in-house. Mayor Pro Tempore Cook declared it was the <br />consensus of Council that Staff conduct a cost comparisons on privatizing the street sweeping <br />operation and directed that the matter be returned to Council. <br />On the Cemetery transfer, CM Chastain inquired about any changes to the staff, specifically, if <br />there were any changes in pay wage. Assistant to PW Rivera replied there were none. Acting <br />City Manager Harmon stated that figures listed under the City Clerk's budget were now located in <br />the Public Works Department. CM Chastain asked if the staff would remain the same or whether <br />titles would be changed. Acting City Manager Harmon said the only way the title could be <br />changed would be if recommended under the classification study. <br />CM Sanders recommended that the street sweepers be provided the equipment to do the job. <br />Assistant to PW, Rivera stated there were two sweepers available to work 10 -hour shifts to <br />provide minimal coverage city-wide. <br />Motion/second by CM Chastain and Sanders to approve the Public Works' budget carried upon <br />unanimous vote, with CM Hutton, CM Sandoval and Mayor Gaytan absent. <br />Neighborhood Services <br />CM Chastain noted an increase of $7,000 to temporary salaries, for recreation leaders and facility <br />monitors, and asked if this meant an increase of staff. Neighborhood Services Director Anstine <br />explained this was for staff on duty. He said that current staff was used as needed with expansion <br />of programs. <br />CM Sanders thanked Director Anstine for the court on Elizabeth Davis Park. CM Sanders said <br />there was concern on sustaining maintenance of the various parks in the CFDs. Director Anstine <br />stated the only on-going maintenance budgeted for was for the community centers. The parks <br />were under the jurisdiction of the Public Works Department.
