COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />CAP on Business License Taxes <br />Community Development Director Zamora submitted staff s analysis on fiscal impact to the budget <br />if a CAP to the City's business license tax was implemented. Director Zamora cautioned that a <br />CAP on the business license tax would result in a significant loss in revenue for the City, which <br />would have immediate and significant impact on the present fiscal budget and each year thereafter. <br />Staff recommended that Council continue with the existing method and that there be no change to <br />the current ordinance. If Council elected to implement a CAP, Director Zamora recommended that <br />the CAP be set at $10,000, in an effort to minimize the loss to anticipated revenue for the City. <br />CM Hutton, seconded by CM Sandoval, moved to continue the item until mid -year budget for <br />review and reconsider it if necessary and it was also moved to refer this item to the Blue Ribbon <br />Committee for a report for mid -year review. <br />Comments made by Interim City Manager Wood, Jan Vickers of L. J. Snow, Tim Snow of L. J. <br />Snow, and Russell Burch of Jon -Lin Inc. <br />CM Sandoval withdrew his second to the primary motion. <br />Motion by CM Sanders, seconded by CM Sandoval, to implement the CAP of $6,000 now and <br />that the matter be referred to the Blue Ribbon Committee for its review, immediately, along with <br />other items that have been referred by Council. Motion passed with unanimous vote. <br />Monopoles <br />Motion and second by CM Bennett and CM Sandoval to accept Staffs recommendation and direct <br />staff to implement a moratorium on processing applications for the construction and installation of <br />wireless communication facilities, including, but not limited to, antenna towers. Further, Staff is <br />directed to create comprehensive regulations and impose limitations on the design of towers and <br />the locations in which installation is proposed. Motion carried upon unanimous vote. <br />PERSONNEL DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Benefits Afforded Elected Officials <br />Motion and second by CM Bennett and CM Chastain to accept Staff s recommendation and direct <br />Staff to create a single resolution establishing benefits and benefit levels to be afforded to Council <br />members.
