`— Motion and second by CM Bennett and CM Cook to accept Staft's recommendation and adopt the <br />Internet Use Policy. After discussion, Council directed the City Manager to return with a policy <br />regarding audit of the City's computers. At 10:27 P. M., CM Sanders left his place on the dais. <br />Motion carried with CM Sanders absent. <br />PUBLIC COMMENT: <br />Miscellany <br />Ms. Jean Ferrante, Colton resident, commented on sewer rates; Rancho Mediterrania; dais <br />seating arrangement; chain of command for Police Chief and Fire Chief; and Measure S. <br />At 10:30 A. M., CM Sanders returned to his place on the dais. <br />Mr. John Longfield spoke about roads near Montecito Cemetery and landscape/parkway <br />maintenance and graffiti to Neighborhood Services. <br />Rev. Steve Anderson spoke about the church, Volunteer Fire Department, and Taormina. <br />Youth Football <br />Mr. Joe Nichy, Commissioner of Colton Youth Football and Mr. Robert Partida, Vice - <br />President, spoke about the problems with the youth program at Colton High School. After <br />discussion, Mayor Gaytan directed Messrs. Nichy and Partida to meet with the City Manager, <br />with the further direction to enlist the assistance of Mr. Max Lofy. City Attorney Biggs <br />warned about going from public comment to Council action. <br />RECESS <br />At 10:55 P. M., Mayor Gaytan declared a brief recess and at 11:11 P. M., the general meeting <br />was reconvened with CM Sandoval absent from the dais. <br />Public Comment (Continued) <br />Mr. Bill Yahn voiced opposition to Item 23; the utility tax and demanded access to training <br />for the Volunteer Fire Group. <br />Agenda Review: <br />Motion/second by CM Sanders/Chastain to accept and approve the Consent Calendar except <br />for Agenda Items Nos. 9, 10, 11, 12 and 13, carried with CM Sandoval absent. <br />As requested, City Attorney Biggs read Resolution R-97-97, which acknowledged the many <br />contributions to this community, by Gertrude Spragins, the first woman elected to serve on <br />the City Council, whose memory was honored by naming the City's aquatic facility as the <br />Spragins Aquatic Facility. <br />AUO I S 1997 <br />City Council Minutes August 19, 1997 5 <br />
