Julie Dean Reed, Colton Police Officer's Association President, spoke regarding no salary increases for <br />the Police Rank and File and warned against monies spent unwisely. <br />Bob Miller, CPOA Representative, spoke regarding salary negotiations for Police Rank & File. <br />Marco Lucero, Colton resident, addressed his concerns regarding Item 12 of the Agenda, Appointments <br />to Commissions, and questioned the inconsistency in the district boundaries and district representation. <br />Steve Anderson, Colton resident, requested (1) discussion of ABI01 be agendized for the next Council <br />Meeting, and commented on the use of the Internet by City Manager Freeman. CM Bennett inquired of <br />the City Attorney as to what can be done regarding use of the Internet. City Attorney Biggs responded <br />and indicated the "free medium" of the Internet. Discussion followed and staff was directed by Mayor <br />Gaytan to develop an Internet Policy. <br />Charles Jackson, Colton resident, acknowledged the Police Department for their dedication and <br />commented on how the monies from the Utility Tax are used, money spent in the area of employee <br />hiring, purchase of computers, installation of a new telephone system and concluded his remarks in <br />support of pay increases for the Police Department. <br />MAYOR AND COUNCIL ITEMS: <br />Boards and Commissions: <br />CM Cook announced the resignation of Mr. John Sierra from the Parks and Recreation Commission and <br />she announced the appointment of Mr. Marty Vega to Parks and Recreation Commission. <br />Motion/second by CM Sandoval/Sanders to ratify the appointment of Mr. Marty Vega to the Parks and <br />Recreation Commission. Unanimous vote. <br />Motion/second by CM Hutton/Bennett to appoint CM Sandoval to the La Sierra Water Company Board <br />with CM Hutton as alternate. Unanimous vote. <br />CM Sandoval announced the appointment of Mr. Charles Farrell to the Utilities Commission. <br />Motion/second by CM Bennett/Cook to ratify the appointment of Mr. Charles Farrell to the Utilities <br />Commission. Unanimous vote. <br />Ordinance relating to —A=ointrnent of Members of the City Commissions. Committees and Boards an <br />Appointment of Councilmembers to the Inter -Agency Boards and Commissions <br />If the proposed ordinance was adopted Mayor Gaytan assured Council he would not impede any <br />recommended appointments made by any Councilmember to a Board or Commission. He explained <br />that his intent in presenting the ordinance was to assure compliance with the requirements of a General <br />Law City. He asked City Attorney Biggs to explain the effects of implementation of the ordinance. <br />City Attorney Biggs explained there is a statute in effect since 1971, which this City had not complied, <br />which provided: In general law cities where the office of mayor is an elective office, the mayor, with <br />3 <br />
