Booth; San Timoteo Project Assessments; Volunteer Fire Department; Council cellular phone bills; <br />and requested that Item 21 of the Council Agenda be moved forward. <br />MAYOR AND COUNCIL ITEMS <br />Procedures for Lifting Hiring Freeze and Hiring Policies <br />Councilmember Bennett presented for Council approval and adoption a resolution regarding <br />procedures for lifting a hiring freeze imposed by action of the City Council and a resolution relating <br />to hiring policies. <br />Mayor Gaytan asked City Attorney Biggs to describe the resolutions. She explained the resolution <br />relating to procedures for lifting a hiring freeze which would resolve the question: When a hiring <br />freeze is imposed by resolution does the following year's approved general budget automatically lift <br />the hiring freeze due to authorization of positions in the budget? The proposed resolution would state <br />that any hiring freeze would still be in effect regardless of the approval of the general budget. <br />Discussion continued among the Council members. <br />Councilmember Bennett clarified the changes to the resolution relating to hiring policies which <br />excluded (1) public safety personnel, (2) hiring of temporary seasonal personnel in the parks and <br />recreation department/neighborhood services and added the caveat that would allow a department to <br />justify to Council the necessity for filling a position. Discussion continued. <br />Motion/second by CM Sanders/Hutton, to call for the question. <br />M ' otion/second by CM Sandoval/Bennett, to adopt and approve as presented Resolution No. R-1 7-97, <br />with the deletion of lines 6 & 7 (opening statement) and on page 2, Section 1, wording of "Parks and <br />Recreation Department" should read "Neighborhood Services." <br />After discussion addendum to the motion/second by CM Sandoval/Bennett, to insert the word <br />44SWOM99 on page two, line three ". . . . exception of sworn public safety personnel ....... <br />After further discussion, vote on the motion: CM Sanders/Mayor Gaytan/CM Cook voting NO; CM <br />Chastain/Bennett/Sandoval voting YES; and CM Hutton abstaining. City Attorney Biggs defined <br />that an abstention is going with the majority and declared that since there was no majority, there was <br />no action on this motion. <br />Discussion proceeded regarding adopting and approval of Resolution No. R-16-97, regarding <br />procedures for lifting a hiring freeze and the item was pulled at Councilmember Bennett's request. <br />AGENDA REVIEW <br />As requested, Items 1, 2, 7, and I I were pulled for discussion and separate vote. <br />CONSENT CALENDAR <br />K <br />
