At 6:04 P. M., Mayor Gaytan recessed the meeting to Closed Session. At 7:34 P. M., the <br />general meeting was reconvened with all Members present. <br />City Attorney Biggs declared that no discussion was held in Closed Session and she stated that <br />Council would conduct Closed Session at the end of tonight's meeting. <br />MAYOR AND COUNCIL ITEMS <br />Presentations, Awards, Proclamations <br />CM Cook introduced the Friends of the Old West Social Club, whose president Harold S. Harmon <br />a.k.a. Virgil Earp, invited the Mayor to Earp Days in Moreno Valley, October 24 through October <br />26, 1997, at the Sundance Center on Sunnymead Boulevard. President of the Colton Area <br />Museum Board Jon Zane told about the Earp family history. <br />PUBLIC COMMENT: <br />Various Topics <br />Mr. Bill Yahn commented on the City Manager in Moreno Valley; the Mayor in western costume; <br />terminating the utility tax and training for the Colton Volunteer Fire Association. <br />Police Department <br />Rev. Bob Johnson voiced concern about the Police Department regarding the lengthy negotiation <br />process and its terms. He expressed the need for a multi-year contract. <br />Various Topics <br />Rev. Steve Anderson commented on the Police Department, the Colton Volunteer Fire Association <br />and FEMA; an Orange County Register article regarding contribution violations and the minutes of <br />June 19, 1997. For the record, City Attorney Biggs explained that minutes of June 19, 1997, have <br />not been prepared and have not been presented to the Council for action. Councilmember Bennett, <br />under personal privilege, responded to misrepresentations, specifically, about the contribution <br />amounts reported by Taormina and by the recipients. <br />Mr. Russ Wathey, President of the Inland Empire Freedom Coalition, spoke on replaying the <br />meeting video and voiced support of Rev. Anderson; and the Colton Volunteer Firefighters <br />Association. <br />Mr. John Longfield inquired about whether the Citizens Patrol was bonded or insured and about <br />areas of responsibility when accidents occur. Police Chief Lunsford and City Attorney Biggs <br />responded. Mr. Longfield inquired about the repair of a brick wall in his district and he was <br />referred to the City Manager. He commented on campaign disclosures. <br />Ms. Helen Diedrich and Ms. Marlene Diedrich spoke on behalf of the Police Department; reminded <br />people of the meeting on Megan's Law to be held on September 30, 1997 at 7:00 P.
