CITY COUNCIL OF THE CITY OF COLTON AND <br />PARKS AND RECREATION COMMISSION <br />ADJOURNED JOINT MEETING MINUTES <br />FEBRUARY 10, 1998 <br />In accordance with notice duly and legally given, an Adjourned Joint Regular Meeting of <br />the City Council for the City of Colton and the Parks and Recreation Commission was <br />held on the above given date at 6:30 P.M., at the Colton Community Center, 670 Colton <br />Avenue, Mayor Pro Tempore Cook and Vice Chairperson Colunga presiding. <br />CITY COUNCIL ROLL CALL: <br />Councilmembers present were Bennett, Chastain, Hutton, Sanders, and Mayor Pro <br />Tempore Cook. Also present were City Manager Garcia and City Clerk Barrera. Absent <br />were Mayor Gaytan and Councilmember Grimsby. <br />Commissioners Baden, Vega, Berg, and Vice Chairperson Colunga. Also present were <br />Neighborhood Services Director Anstine. Commissioner Mitchell appeared at 6:50 P.M. <br />and Chairperson Lucero appeared at 7:47 P.M. <br />Mayor Pro Tempore Cook made opening remarks and encouraged those present to <br />remember the theme for the 1998 Winter Olympics the "Children of the World," and she <br />restated the purpose of the meeting. <br />City Manager Garcia explained that information would be provided in order to get feed <br />back from the Council and the Parks and Recreation Commission in order to come to a <br />solution that would benefit everyone. <br />Neighborhood Services Director Anstine presented an overview on the subject of fees and <br />the waiver thereof. His presentation began with a background of the subject matter which <br />included the need to address basic concerns: <br />• Fees vs the tradition of free public services <br />• Fees perceived as "double taxation" <br />• Effects of fees on special users <br />• Effects of fees on facility visitation <br />• Impact of fees on agency administration <br />• Public agency competition with the private sector <br />• The "profit motive" replacing the "people motive" <br />0 Ensuring that fee revenues benefit the City <br />
