He continued by presenting the argument against fees: <br />• Fees perceived as double taxation; <br />• Fees discriminate against certain users; <br />• Fees transform a City into a business where the profit motive is paramount; <br />and, <br />arguments in favor of setting fees: <br />• Offset operations and maintenance costs; <br />• Expand services and facilities; <br />• Fund specialized leisure opportunities; <br />• Control facility use; <br />• Project an image of fiscal responsibility. <br />Director Anstine listed what the Parks and Recreation Commission developed as a criteria <br />for fee waivers: <br />• Define differences in the fee structure; <br />• Local groups vs non -local groups; <br />• Waive fees on a case by case basis; <br />• Adjust fee structure according to the financial status of the user group; <br />• Allow extended payment schedules; <br />• Consideration of labor donated towards a city facility by the user group; <br />• Do the fees charged recover the costs of the services provided; <br />• Estimate the annual revenue generated from fees. <br />Director Anstine presented an overhead presentation entitled "User Fee's To Collect Or <br />Not To Collect." The presentation included Why Collect Fees? - Fees Can Help The City <br />of Colton; Fee Implementation; User/Service Fee; Frequently Used Fees; Types of Fee <br />Producing Activities; The Feasibility Analyses - Comparability Analysis Performed; <br />Neighborhood Services Department Fee Schedule Survey; 1997 User Groups - Fee <br />Waiver; and Persons Served in 1997. <br />Director Anstine submitted the Possible Options and Recommendations: <br />• Take No Action Not Recommended <br />• Waive All Fees For Outdoor Facility Use Not Economically Feasible <br />• Allow For Work Exchange, "Sweat Equity" Hard to Monitor <br />in Lieu of Fees <br />• Allow Equipment or Supply Donations Possible, If Equipment is Needed <br />in Lieu of Fees <br />• Waiver User Fee for Outdoor Facility Use Less <br />Electrical Charges For Local Leagues <br />E <br />Recommended <br />Demonstrates Fiscal <br />Responsibilities to Citizens <br />
