City Manager Garcia stated City Council did meet in Closed Session on the following matter: <br />A. CONFERENCE REGARDING PUBLIC EMPLOYEE APPOINTMENT <br />Pursuant to Government Code Section 54957 <br />Position Title: Fire Chief <br />ACTION: There was no reportable action taken. <br />STAFF REPORTS: <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />First City of Colton and RDA Budget Workshop for Fiscal Year 1998-99 <br />City Manager Henry Garcia presented the budget for Fiscal Year 1998-99, representing $72 <br />million, which included a synopsis of the City's financial history and its vision statement. Each <br />department's goals and objectives and fiscal comparisons were identified through a video-tape <br />presentation, followed by review of each department as follows: <br />REDEVELOPMENT AGENCY <br />Economic Development Director Robb Steel reviewed budget legal requirements; economic <br />trends; economic development goals; RDA projects - Downtown #1, Downtown #2, Cooley <br />Ranch, Santa Ana River, West Valley, Mt. Vernon, and Rancho Mill; explained low/mod <br />housing and described administration. <br />After discussion, City Manager Garcia ensured that written response would be made to the <br />following concerns: Creation of Ad Hoc Committees for Mt. Vernon Project (CM Chastain, CM <br />Grimsby and Mayor Gaytan) and for the Santa Ana Project (CM Bennett, CM Hutton and CM <br />Cook); inquiry on how the Santa Ana River Project area was selected to loan $1.8 million; the <br />plan on how and when the monies would be repaid; the low -mod housing fund; funding for part- <br />time office specialist; and, materials and supplies for graffiti. <br />CITY COUNCIL <br />After budget summary by Finance Director Anna Vega, discussion ensued regarding the <br />designations part-time clerk and temporary salaries. <br />CITY ATTORNEY <br />Finance Director Vega provided budget review, emphasizing the $550,000 cap.
