(Oral Report) <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />(30) Approved Waste Disposal Agreement between the County of San Bernardino and the City of <br />Colton. <br />(31) Legal Services: Approved $550,000 cap for Best, Best & Krieger Legal Services for FY <br />1998-99 and appointed Best, Best & Krieger as permanent City Attorney for FY 1998-99. <br />CEREMONIAL MATTERS <br />Presentations, Awards, Proclamations <br />• Proclamation declared April 21,1998 as National Youth Service Day. <br />• Proclamation declared May 5, 1998 as Cinco De Mayo. <br />• Proclamation declared May 10 to 16, 1998 as Senior Center Awareness Week. <br />• Proclamation declared April 20 to 26, 1998 as Architecture Week; accepted by Mr. John <br />Melcher, Past President of the Inland Chapter of the American Institute of Architects. <br />• Proclamation declared May 7, 1998 as National Day of Prayer; accepted by Pastor Johnson. <br />• Certificate of Achievement presented to Eagle Scout James Alma Samford, Troop 440. <br />PUBLIC COMMENT: <br />In the absence of Mayor Gaytan, Mayor Pro Tempore Cook presided over this segment of the <br />meeting. <br />Bruce Gaytan spoke against expansion of the dump and about Club 215. <br />Ann Coleman spoke against the CM Bennett recall and recalls in general. <br />Steve Anderson spoke against the dump issue; the massage parlor ordinance; recalls; Club 215 <br />and legal services. <br />Rev. Bob Johnson invited all to a prayer gathering, from 12:00 to 12:15 P. M., at City Hall, on <br />May 7, 1998.
