This is the time and place fixed to consider the annual levy of tax assessment for Improvement District <br />"A" (James Sullivan Mutual Water Company). <br />. Mayor Gaytan declared the Public Hearing "open." <br />City Clerk Barrera submitted the Affidavit of Publication and reported that no protests or <br />objections were received. <br />Finance Director Anna Vega made presentation on the $370, 800 loan to the district, paid via tax levy <br />and the annual requirement to place the levy on the tax rolls. <br />MOTION/VOTE: After the call for public comment, on motion/second by CM Cook/Sanders, with <br />consensus of Council, the Public Hearing was terminated. <br />Motion/second by CM Hutton/Sanders to accept Staffs recommendation and approve and adopt <br />Resolution No. R-71-98, carried with no opposition thereto. <br />STORMWATER MANAGEMENT <br />This was the time and place fixed to consider amending the basic fee for Stormwater Management and <br />the Stormwater Management charge <br />Mayor Gaytan declared the Public Hearing "Open." <br />City Clerk Barrera submitted the Affidavit of Publication and reported that no protests or <br />objections were received. <br />Utilities Director Tom Clarke made presentation on NPDES national program and the annual <br />assessments to the City's parcels. He stated that the methodology and levy was the same as previously <br />established. He reported receipt of notice of violations and the City's response and implementations. <br />John Longfield commented on his research which revealed increases. <br />MOTION/VOTE: On motion/second by CM Cook/Chastain. with no objection, the Public Hearing <br />was terminated. CM Sanders was absent, momentarily, from the dais. <br />On motion/second by CM Cook/Chastain to approve and adopt RESOLUTION NO. R-69-98, <br />carried with CM Bennett abstaining from vote based on increases alluded to by Citizen Longfield. <br />PUBLIC COMMENT: <br />William Yahn referred to a newspaper article regarding legal costs for Abe Beltran and utility rate <br />increases hitting all at once.
