Fiscal Year 1998-99, carried with CM Sanders voting "No." CM Bennett and CM Chastain were <br />absent. <br />ITEM 8 - PROFESSIONAL SERVICE CONTRACT: Discussion followed on numerous <br />complaints regarding the lack of visits to complainants, the investigation process and notification <br />and suggestion for in-house operation. Director Morris listed changes to procedure and the <br />customer service approach. <br />Liz Nelson, Senior Vice -President from Ward North America, stated the company had worked <br />with Colton for ten years and the incidents referred to were the first time she had heard of <br />complaints from the community. She expressed concern and noted there had been discussions <br />with Messrs. Garcia and Morris. She explained the contract did not require the company to make <br />personal visits unless approved by City staff because it did result in additional money from the <br />City. She stated that they work closely with City staff and did investigate and when City Staff <br />and Ward agreed that personal contact was necessary, such contact was made. On sewer back-up <br />claims, she recommended that an emergency procedure be implemented for 24-hour follow-up. <br />She stated that the contract and RFP did not require on-site investigation. To inquiry, she <br />responded that field investigation was offered at $45 an hour. <br />CM Hutton asked for a continuance so that he could review the RFP and the five proposals <br />submitted. <br />MOTION/VOTE: Motion/second by Mayor Gaytan/CM Cook to continue this matter. <br />MOTION/VOTE: Motion/second by CM Bennett/Sanders to approve the Consent Calendar, <br />with correction to Item 4, and excluding Items Nos. 8, 12, 13 and 14, carried with CM Chastain <br />absent. <br />CONSENT CALENDAR <br />(4) Minutes - PULLED FOR CORRECTION [See above]: Approval of Minutes for the <br />Regular Meeting held July 21, 1998 and Minutes for the Regular Meeting held August 4, <br />1998, on file in the Office of the City Clerk. <br />(5) Warrants - Approved Payable Warrants #17841 to #18031, dated 7/16/98," totaling <br />$1,689,661.78; Payable Warrants #18032 to #18193, dated 7/23/98, totaling <br />$521,406.80; Payable Warrants #18194 to #18297, dated 7/29/98, totaling $691,526.68; <br />Payable Warrants #18298 to #18390, dated 8/5/98, totaling $605,843.49; Payroll <br />Warrants #188318 to #188675, dated 8/12/98, totaling $429,456.27, on File in the <br />Finance Department. <br />(6) Personnel - Approved request for recruitment and ratification of employee appointment to <br />the Full-time Position of Recreation Services Manager, Community Center Division of the <br />Human/Neighborhood Services Department. <br />Council N ns August 18, 1998 7 <br />
